Job description

Job Responsibilities

  1. Develop, recommend, negotiate, and administer contracts and proposals, including evaluating and awarding bids. Ensure the fulfillment of all terms and conditions, including necessary documentation from contractors during the pre-selection and finalization processes.
  2. Coordinate all aspects of contract preparation, tendering, evaluation, and award, ensuring alignment with technical requirements and specifications. Incorporate specific HSE, QA/QC, project controls, and document control requirements to meet project objectives.
  3. Prepare the final draft contract for award purposes, ensuring that the results of negotiations and internally agreed recommendations are accurately reflected.
  4. Prepare the Notice to Proceed (NTP) and manage the coordination of sign-off by all authorized signatories in compliance with company policies.
  5. Manage contract changes and variations, ensuring timely agreement and formalization as per contractual terms, conditions, and company procedures.
  6. Review Requests for Proposal (RFPs) to ensure compliance with specific project/package requirements, DHRE guidelines, standards, procedures, and policies.
  7. Coordinate qualifications with DH Legal Teams and DHRE stakeholders to ensure mutual agreement on DHRE’s position regarding such qualifications.

Desired Candidate Profile

Bachelor’s degree in Contracts Management, Quantity Surveying, or a related field; Master’s degree preferred. Certified Contract Manager (CCM), Professional Contract Manager (PCM), or Certified Public Procurement (CPP) certification preferred.

Technical Skills & Expertise

Strong knowledge of Project Management, Quantity Surveying, and Risk Management. In-depth understanding of contract law, construction law, and relevant professional standards. Minimum of 6 to 8 years of experience, with at least 4 years in a senior QS/Commercial Manager role, negotiating, drafting, executing, and administering complex contracts. Proficiency in contract drafting, negotiation, and execution. Expertise in contract management and project management software such as Primavera P6 or Oracle Primavera Cloud. Strong command of Microsoft Office Suite.
