Job description
Roles and responsibilities
  1. Develop and implement project-specific Health, Safety, and Environmental (HSE) plans for marine infrastructure projects.
  2. Ensure compliance with ADPC, UAE, and international safety standards.
  3. Conduct hazard identification and risk assessments (HIRA) specific to marine activities like dredging, piling, and construction.
  4. Recommend and implement control measures to mitigate risks.
  5. Monitor and enforce HSE policies at marine project sites, including ports, jetties, and breakwaters.
  6. Conduct safety inspections, audits, and incident investigations.
  7. Ensure adherence to UAE regulatory requirements and international guidelines (e.g., ISO 45001, ISO 14001).
  8. Maintain detailed records of safety incidents, risk assessments, and HSE performance metrics.
  9. Organize HSE training sessions for site personnel, emphasizing marine-specific safety procedures.
  10. Foster a culture of safety by promoting awareness and proactive behavior.
  11. Develop emergency response plans for marine construction and operational scenarios.
  12. Conduct drills and simulations to prepare for potential incidents.
  13. Collaborate with ADPC and other stakeholders to meet project HSE objectives.
  14. Provide regular updates on HSE performance and compliance.

Minimum Requirements
  1. 10 years of HSE experience in marine projects.
  2. At least 5 years of experience in UAE.
  3. Bachelor’s degree in Engineering or a related field.
  4. HSE-specific certifications such as NEBOSH IGC, IOSH, or equivalent.
  5. Strong understanding of marine construction hazards and mitigation strategies.
  6. Familiarity with international HSE standards and practices (e.g., OHSAS, ISO).
  7. Excellent communication and leadership skills to manage safety teams.
  8. Strong analytical skills for risk assessment and reporting.

Desired candidate profile

HSE Policy Development and Implementation

  1. Develop HSE Policies: Create, implement, and maintain the company’s health, safety, and environmental policies to align with local regulations and international standards.
  2. Ensure Compliance: Oversee and ensure the organization's adherence to relevant health, safety, and environmental laws and regulations (e.g., OSHA, EPA, ISO 14001, ISO 45001).
  3. Improve HSE Programs: Continuously assess and improve HSE programs and practices to ensure a proactive approach to health, safety, and environmental management.

Risk Management and Hazard Identification

  1. Conduct Risk Assessments: Perform regular risk assessments to identify potential hazards related to work processes, materials, equipment, and the physical environment.
  2. Implement Mitigation Strategies: Recommend and implement control measures to reduce or eliminate identified risks, ensuring that safety protocols are established and followed.
  3. Hazardous Materials Management: Oversee the management and safe handling of hazardous materials, ensuring proper storage, transportation, and disposal.

Incident Investigation and Reporting

  1. Investigate Accidents: Lead investigations into workplace incidents, accidents, near misses, and environmental spills to determine root causes and recommend corrective actions.
  2. Develop Reports: Prepare detailed reports for management and regulatory bodies, documenting the findings of investigations and outlining actions taken to prevent recurrence.
  3. Implement Corrective Actions: Track the effectiveness of corrective actions implemented following incidents and ensure that improvements are sustained.

Training and Awareness Programs

  1. Employee Training: Develop and conduct HSE training programs for employees at all levels to ensure awareness of health, safety, and environmental risks, as well as proper mitigation procedures.
  2. Safety Drills: Organize and conduct emergency drills, such as fire drills, evacuation procedures, and spill response, ensuring that employees are familiar with emergency protocols.
  3. Promote Safety Culture: Foster a culture of safety within the organization by engaging employees, raising awareness of best practices, and encouraging safe behaviors.

Environmental Management

  1. Environmental Impact Assessment: Assess the environmental impact of company operations, including waste management, emissions, resource usage, and land use, and develop mitigation strategies.
  2. Sustainability Initiatives: Implement sustainability initiatives that reduce the company’s environmental footprint, such as energy efficiency projects, waste reduction, and resource conservation.
  3. Waste Management: Oversee the proper disposal of hazardous and non-hazardous waste, ensuring compliance with environmental regulations.

Compliance Audits and Inspections

  1. Conduct Inspections: Perform regular inspections of work sites, machinery, and equipment to ensure they comply with HSE regulations and industry standards.
  2. Compliance Audits: Lead internal and external HSE audits to assess compliance with environmental and safety regulations, identifying areas for improvement.
  3. Ensure Reporting: Ensure that all HSE-related documentation, such as incident reports, audits, and certifications, is up to date and accessible for inspection by regulatory bodies.
