Job Dimensions
During all phases of the Project:
- The job holder assists and reports to the Lead Electrical.
- The job holder is entitled to comply with rules and requirements of the Project.
- The job holder brings support in Electrical Engineering.
- The job holder may have to liaise, as requested, with Iraq affiliate Engineering Department.
- The job holder shall observe strict confidentiality in the performance of his duties.
- The job holder is also accountable for demonstrating individually an exemplary behaviour with regard to HSSE rules & requirements.
Activities
The service will include the following missions:
- Electrical Engineering EPC Contractors related activities supervision and coordination.
- Project and cost management in liaison with other disciplines.
- Technical papers preparation to support management position for clarifications/decisions with regulatory authorities of host countries, other entities, or partners.
- Deviation requests coordination to the project referential, in a timely manner and with due consideration to cost and schedule.
- Participation during key project reviews, plot plan reviews, HAZOP reviews, constructability review, and design/model review meetings.
- Review of Electrical documents in accordance with industry standards, codes, and specifications.
- Ensure all interfaces to other disciplines are clearly defined and correctly engineered.
- Support to possible technical queries and derogations to Project specifications (technical, costs, planning, interfaces, reporting).
- Contribution to the evaluation of engineering, procurement, construction, installation, and review/approval of deliverables from the design contractor (Engineering drawings, calculation notes, specifications, procedures...).
- To comply with HSE requirements and to support and enforce the HSE Project objectives and directives.
- To support and implement the Project HSE management system (plans, procedure, and specifications).
Context and Environment
The South Gas Company (SGC), a governmental sector company part of the Iraqi Ministry of Oil companies, has been tasked with developing a Gas Hub in Southern Iraq Basra province. The objective is to valorize currently flared associated gas from regional oil fields by gathering and transporting this gas to a new gas processing plant (GPP).
The scope includes:
- A Gas gathering system:
- Import raw gas pipelines from upstream gas compression stations.
- Export production pipelines (dry gas, LPG & Condensate) and raw water import pipelines.
- A Gas processing Plant (GPP) facility that will process raw gas to produce:
- Dry gas (C1 & C2).
- LPG (C3 & C4).
- Condensates (C5).
- Condensate storage and export facilities (off-loading jetty).
The immediate development plan is to design and install a first gas processing train of 300 MMSCFD as part of Phase 1. However, the process plant, the layout, the ICSS, the power plant, etc., shall be developed in a way that is expandable for a second gas processing train of the same capacity.
Accountabilities
- Supervise and coordinate EPC contractors for electrical activities.
- Manage project costs, schedules, and interdisciplinary coordination.
- Prepare technical papers for regulatory and management decisions.
- Review and coordinate deviation requests to project standards.
- Participate in reviews (HAZOP, constructability, design).
- Ensure compliance of electrical documents with standards.
- Address technical queries and manage interfaces between disciplines.
- Evaluate and approve engineering and construction deliverables.
- Enforce HSE compliance and implement project HSE plans.
Qualifications/Experience Required
Advanced expertise is required:
- In Electrical in oil & gas project/industry, especially for onshore fields.
- In projects at all life-cycle stages of project development (Detailed Engineering, etc.).
- In international electrical codes.
- In electrical software (like ETAP, etc.).
