Commissioning Superintendent supports the Commissioning Manager in the comprehensive planning, preparation of documentation, and handover of facilities to the Client according to project specifications. It ensures the implementation of procedures on-site, operating in strict adherence to quality standards, and health, environmental, and safety regulations while following prescribed procedures. In the absence of the Commissioning Manager, due to leave or business commitments, the Commissioning Superintendent will assume the role of Commissioning Manager.
Depending on the project’s complexity, the Commissioning Superintendent might take charge of a single area, unit, or the entire pre-commissioning process, under the direction of the Commissioning Manager (CMM).
Additionally, the Commissioning Superintendent is prepared to support the Operation Manager (COM) in the operating duties if the Project requires this position to be staffed.
Duties and Responsibilities
Collaborate with supervisors to establish detailed procedures.
Outline daily tasks and create a step-by-step plan based on priorities set by the Commissioning Manager.
Allocate assignments to the supervisors and assistants.
Ensure adherence to established procedures and the agreed timeline for all pre-commissioning and commissioning activities.
Maintain quality standards and safety procedures among the commissioning team, including compliance with work permit requirements.
Coordinate with Commissioning discipline Superintendents (electrical, instrument, mechanical) to complete pre-commissioning and commissioning tasks to allow the handover of the project within the target dates and priorities defined with the Commissioning Manager.
Check the Test Pack to confirm the punch points, reinstatement point, and blind list as specified in the project Test Pack Management Procedure.
Contribute to the development and implementation of the plan which considers all the constraints to optimize the overall project schedule.
Engage with Client Project Team, Project Management, Subcontractors, and Vendors Representatives.
Propose to the Commissioning Manager and CVC the needs for mobilization of Vendor specialists.
Organize and oversee on-site activities required to implement the Vendor requirements.
Support the Vendor specialists in the job and coordinate their actions with the Commissioning supervisors.
