Job description

Key Responsibilities

Strategic

  1. Participates actively in the leadership of the Business Unit and acts as advisor to the General Manager on Cost Control related issues.
  2. Attends Business Unit senior management meetings and project reviews.
  3. Introduces/develops/assures the implementation of procedures, methods and policies to reduce cost and enhance the productivity and efficiency of the Cost Control division.
  4. Prepares division's yearly budget, tracks expenses on regular basis and makes pro-active corrections when needed.
  5. Analyzes project data to extract Lessons Learned concentrating on items that affect the cost of the project for improving budget setting in future projects.
  6. Assists and coordinates with the Planning team in the preparation of project's schedule program (resources loading) and manpower/equipment productivity reports.
  7. Develops, prepares and revises the job budget by activity based on the contract documents/requirements and provides summary of the budget by resources type (Materials, Equipment, Manpower, Subcontracts and Overheads) and reconciles it with the Project Manager.
  8. Effectively analyzes, interprets and understands the different types of contracts, contract documents, tender documents/queries, scope and specifications to determine direct and indirect cost drivers and risks assessments.
  9. Performs and assists in quantity take-offs based on the contract's methods of measurements with high speed and accuracy.
  10. Performs and prepares comparison between job budget and job estimate based on the contract documents and highlights to the Cost Control Manager the items that are not within the job budget.
  11. Prepares and reviews the project's cost report with Cost Control Manager and verifies it with the Project Manager highlighting the dummy cost, forecasted cost, contingencies and over-runs.
  12. Prepares and studies cost comparisons, value engineering and feasibility as requested by the management.
  13. Verifies Local Purchase Order (LPO) by checking the quantities and rates against job budget to ensure that they are within the budget and makes sure that the ordered items comply with contract specifications.
  14. Verifies, supervises and posts the entry of client billing, variation orders, delivery notes and subcontractors payment certificates on respective Cost Control module.
  15. Advice and assists the Cost Control team during the preparation of the job budget for Construction Methods and Work Breakdown Structure (WBS) of the project.
  16. Analyzes Key Performance Indicators for project and provides early alarm to management (e.g. excessive overtime, productivity loss, escalated prices, rework, work without instruction, material wastage, idleness of manpower and equipment, etc.).
  17. Provides Lessons Learned concentrating on items that affect the cost of the project for improving budget setting in future projects.
  18. Coordinates with the project managers to ensure that the completion of manufacturing activities complies with the Cost Control requirements and provides the management with feedback and updates about the status of the projects.
  19. Coordinates, reviews and assists the Quantity Surveying/Operations department in the preparation of claims and variation requests and assists the Planning team in the preparation of Project's Schedule Program (resources loading) and manpower/equipment productivity reports.
  20. Ensures that the Cost Control team is updating the provisional costs, the Client billing and the site progress in respective Cost Control module.
  21. Prepares/Reviews the Projects Monthly cost Report (MCR), Quarterly Management Report (QMR) and revenue forecast to ensure it is in line with Finance reports prior to its issuance to Corporate Office.
  22. Reviews the project's cost report and provides analysis report about the project's cost performance, highlighting the over budget (over-runs) incidents/drivers and recommends corrective action.

People Management

  1. Responsible for the division's manpower resource planning and assists the HR division in the recruitment and selection process.
  2. Sets goals and objectives for division and subordinates, delegates duties and responsibilities and tracks progress towards successful achievement.
  3. Conducts a fair performance review for subordinates and provides constructive feedback.
  4. Oversees the training and development needed for division's effective operations and subordinates career development.
  5. Promotes a positive team spirit by motivating subordinates to reach their full potential.

Job Specifications

  1. Minimum years of experience: 12
  2. B.SC in Engineering OR B.SC in Quantity Surveying

  1. CCP (Cost Control Professional)
  2. PMP (Project Management Professional)
  3. MAIQS (Member of Australian Institute of Quantity Surveyors)
  4. MRICS (Member of Royal Institute of Chartered Surveyors)
