General Summary

The Reliability Section Head is accountable for developing, implementing and continuously improving asset strategies for all assets across the Emirates Steel Plants that ensures and improves the availability and reliability of Plants and equipment. Delivering this enables the Individual Plants and Emirates Steel to achieve their objectives across Safety, Quality, Delivery and Cost. The Reliability Team achieves this through ongoing collaboration with all departments Emirates Steel by leading the following processes.

• Asset Strategies
• Performance Management KPI’s

Essential Duties and Responsibilities

• Provide leadership, strategic influence and focus to ensure an appropriate SHEC culture.
• Risk-based and cost-effective Life Cycle Asset Strategies in place for all assets across site, developed and prioritized using RCM methodologies with a specific focus on equipment criticality (including preventative, predictive and proactive maintenance).
• Reliability engineering modelling and analysis for the plant and critical assets using Weibull, FMECA, RCM and other techniques to define and improve equipment and spares strategy.
• Failure Reporting and analysis process in place to record and analyze equipment failures, defects and losses.
• Defect elimination process in place to prioritize plant and process defects, develop root cause analysis and implement solution to eliminate root causes.
• Build up and maintains clear communication and close cooperation with all relevant internal teams (Plant Engineers, Maintenance execution, and planning) and external teams (Operations, manufacturing, suppliers, contractors).
• Analyze (trending) operational data and equipment performance history to deliver improvements in critical maintenance related metrics including: Unscheduled downtime, Bad actors, PM compliance, mean time between failures, mean time to repair, Proactive activities.
• Develop sets and communicates Asset monitoring KPI’s that is consistent with operational capacity and operational targets.

Essential Duties and Responsibilities (Contd)

• Promoting a culture of continuous improvement and reliability with operators, maintainers and leaders through coaching and field support.
• Promote and drive a positive approach to change management.
• Management and coordination of reliability engineers and their engagement and motivation which includes ensuring their training and development, performance management, reward and recognitions etc.
• Ensure engineering strategies with a 10 year look ahead with regards to Shutdown management.
• The Reliability Superintendent is the custodian of the site maintenance strategies and Master data standard and hence work collaboratively with Orica Maintenance Community of practice to share and learn from best practices across the organization.
• The Reliability Section Head keeps abreast of innovative technology and practices that can add value to Emirates Steel and the plant and completes business case for their implementation.

Knowledge, Skills and/or Abilities Required

• Strong mechanical and electrical knowledge and aptitude.
• Strong knowledge of preventive maintenance programs and the tools associated with failure detection (i.e. vibration analysis, oil monitoring, thermography) as well as the software associated with them.
• Advanced computer skills with emphasis on condition monitoring software.
• Knowledge of tools and techniques related to reliability-centered maintenance.
• Understands how to drive performance improvement across working groups to achieve high performance.
• Ability to effectively lead a team.
• Relevant professional accreditation.

Minimum Qualifications

Bachelor's Degree in Engineering.

Preferred Professional Training

Reliability Centered Maintenance.

Professional Experience (Must Haves)

• More than 10 years’ Mechanical/Electrical maintenance experience in integrated steel plant or equivalent industry.
• Associated Discipline, Area, Equipment field related.

Previous Experience/Exposure Recommendations

• Working experience in any of the Middle East countries (familiar with rules and regulations, climatic conditions).
• Health & Safety compliance systems experience.
• Integrated steelworks experience preferential.

Key Performance Indicators

• MTBF (Mean Time Between Failure) and MTTR (Mean Time To Repair) improvement.
• Plant availability and improvement.
• Reactive vs. planned work ratio (80/20).
• Actions resulting from condition-based inspections (Corrective actions).
• RCA completion, improvements, and action plan adherence.
• Cost and budget delivery.
• Record, report and manage to metrics as per corporate requirements.
