Job description

This position is responsible for overseeing the Finance section ensuring the development of financial, budgeting and accounting activities including policies, procedures, methodologies, processes, and related systems to ensure adequate financial planning and budgeting control. Accurate preparation of financial statements and management reports. It is accountable for audit, control, financial operations, data management and finance to ensure ADIO's financial performance and long-term financial health are continuously maximized and are in line with ADIO's vision and strategy.

Responsibilities:

  • Oversee financial planning and forecasting activities for ADIO to ensure alignment and linkages are established within the finance section and ADIO's overall vision and strategy.
  • Supervise the development of ADIO's consolidated annual budget and ensure monitoring financial performance versus the budget. Report on anticipated costs/revenues, areas of unsatisfactory performances are identified and potential areas of cost optimization or performance improvement.
  • Oversee and guide the review and consolidation of the annual budgets produced by sections/ divisions to ensure they meet cost/ spending targets, and are aligned to budget guidelines, and recommend optimum solutions for managing and allocating budgets to the Executive Director and Director General.
  • Liaise with relevant entities, such as the Department of Finance (DOF) and Department of Economic Development (DED), to secure funding for different initiatives.
  • Review tender documents, invite bidders to participate in the tender and facilitate the tender clarification process. Advise on conducting commercial and technical evaluation of tender response in line with approved award criteria.
  • Provide technical guidance and support to the relevant stakeholders on areas related to budgetary activities and endorsement, reallocation of budgets, etc. to ensure financial decisions are made in accordance with the direction of ADIO mandate and directions of management.
  • Oversee, and ensure the implementation of leading practices in accounting, control and financial processes and systems to ensure smooth running of the accounting functions, and alignment with local regulations as well as adopted benchmark accounting standards.
  • Oversee ADIO's accounting and transactions ensuring the maintenance of ADIO's general ledger so that accounts are accurate, compliant with local financial regulations and ADIO's financial statements are developed in a timely and accurate manner.
  • Oversee financial reporting processes by reviewing management reports, monitoring progress against financial plan and budget, and ensuring periodical reviews of sections/ divisions performance with accurate financial progress to facilitate decision making and report to Executive Director- Corporate Support Services.
  • Oversee the timely preparation of financial statements including statement of financial performance, statement of financial position, cash flow statements, etc. and about ADIO's financial health whilst recommending remedial action where necessary to the Executive Director and Director General.
  • Oversee analysis of the financial statements to promptly identify any non-conformity and ensure effective action is taken to address abnormalities.
  • Oversee the effective planning and execution of treasury management activities including budget projections and cash management and overseeing ADIO's funds to ensure ADIO is adequately enough to meet its short-, medium- and long-term requirements as per strategic and operational requirements.
  • Ensure effective working relationships with both internal and external auditors to ensure that all recommendations and findings identified by auditors are acted upon promptly with the necessary action implemented.
  • Perform any other duties as requested by the reporting CFO.

Qualifications:

Bachelor's degree in business management/ administration or any related specialization Finance.

Experience Required:

9 to 11 years of experience in the relevant field.
