Job Description

  1. Responsible for the daily execution of the tendering process: Reviews and analyses company risks associated with each tender, accountable for the collation and submission of the tender proposals in accordance with client Invitation to Tender (ITT) requirements.
  2. Secures a potentially profitable work stream: Ensures that bids are prepared in a timely manner, are attractive to our customers, and meet the company's requirements.
  3. Communicates with other departments: Ensures all documentation required is contained within the tender submission.
  4. Prepares work to be accomplished: Gathers information and requirements, setting priorities.
  5. Prepares construction budget: Studies plans, updates specifications, identifies and projects costs for each elevation.
  6. Evaluates offers to purchase: Costs changes, additions, and site requirements.
  7. Obtains bids from vendors and subcontractors: Specifies materials, identifies qualified subcontractors, and negotiates price.
  8. Maintains cost keys and price masters: Updates information.
  9. Resolves cost discrepancies: Collects and analyses information.
  10. Prepares draft tender documents: Ensures all systems and components of the tender are included.
  11. Interprets & reviews system drawings: Identifies any differences to tender requirements and raises queries against specification.
  12. Construes and follows company tendering processes: Ensures all aspects of tenders are met including relevant discipline codes and standards.
  13. Reviews design outputs: Ensures compliance with contractual requirements.
  14. Gathers opinions of the project team: Prepares final controlled documents of tender.
  15. Assesses impacts due to design changes: Accounts for revision works due to client instructions.
  16. Ensures project output meets: Requirements of codes and specifications.
  17. Responsible for filing various tenders: Completes all the formalities.
  18. Maintains quality service: Follows organization standards.
  19. Maintains continuity among corporate and local work teams: Documents and communicates actions, irregularities, and continuing needs.
  20. Maintains professional and technical knowledge: Attends educational workshops, reviews professional publications, establishes personal networks, participates in professional societies.
  21. Contributes to team effort: Accomplishes related results as needed.
  22. Assists the Estimating Manager: In all matters relating to the financial and contractual aspects of the project during the full design stages.
  23. Prepares BOQs and Preamble: For all types of Method of Measurement and various contract types - remeasure, LS, EPC.
  24. Prepares BOQ: As per authority standards and liaises with designer for all inputs.
  25. Liaises with the team: Ensures prompt submittal and completeness of BOQ and accurate estimates while maintaining quality standards.
  26. Assists in review and negotiation: Prepares claim settlements with the client and the Engineer.
  27. Participates in auditing: From Drawings and Manual Take Off sheets, checks and records measurements of completed work, and provides corrective actions.
  28. Participates in evaluation: Recommends entitlement of Contractors claims for review and issuance.
  29. Participates in preparation: Of all stages of estimates with all supporting documentation.
  30. Advises QS/Estimator: On measurement procedures and calculation of interim and final quantities.
  31. Evaluates unit rates: For new work items and presents to the estimating manager with supporting documents.
  32. Assists in preparation: Of variation engineering proposals & reports.
  33. Advises on contractual matters: Related to financial issues.
  34. Ensures completeness and validity: Of all contractual requirements.
  35. Participates in all commercial/estimation presentations: And meetings with the client.
  36. Maintains and streamlines: All cost and quantity records.
  37. Evaluates unit rates: For new work items and presents to the PM.
  38. Participates in recording details: Monitors day works recording and processing.
  39. Prepares variation orders:
  40. Participates in evaluation: Recommends entitlement of Contractors claims for review and issuance by the Operations Manager.
  41. Advises on contractual matters: Related to financial issues.
  42. Ensures completeness and validity: Of all contractual requirements.
  43. Monitors contractor's resource allocation:
  44. Prepares financial statements: For monthly reports.
  45. Partakes in auditing: Of payments to Contractors.
  46. Checks and records: Measurements of completed work.
  47. Monitors contracts final cost estimates:
  48. Participates in preparation: Of Final Account with all supporting documentation.
  49. Attends pre-bid meetings: Conducts site visits.
  50. Visits work order ongoing site: Prepares scope of work and accordingly prepares the BOQ to submit to the client for approval.
  51. Maintains cost database: By entering and backing up data.
  52. Qualifications: Bachelor's of Engineering / Master of Engineering / Diploma.
  53. Experience: 5 to 10 years of execution works for steel construction with exposure in steel fabrication and erection works.
