This role will be the focal point for all quality-related matters of the project and work closely with the Project Manager, client quality counterparts, and Corporate QAQC Representative in EEIC.
Responsible for all quality assurance and quality control related matters for the project assigned and supervise the team of QC Inspectors and subcontractors' QC Inspectors.
Responsible for the implementation of QMS of EEIC and establish the QMS for the project as per ADNOC standards and procedures.
Executes audits in accordance with approved audit schedules.
Day to day responsibilities:
Developing, managing, implementing, and maintaining Project Quality Management System in accordance with approved Project Quality Plan and ensure that the same are effectively implemented & maintained.
Developing Quality system, Quality Control Procedures/Plans, Work procedures, and inspection and test plans.
Provide guidance/training to implement Project QMS requirements; ensure Project quality policies, Quality objectives/KPIs are clearly understood and implemented.
To review Project Quality Plan regularly for adequacy and revise if required.
Verify the Quality documents are distributed for effective implementation.
Project QMS/PQP implementation and internal as well as subcontractors audit scheduling.
Leading Project Quality Auditing and conversant in issues of nonconformance, investigate root causes, and make recommendations for corrective actions to prevent recurrence in the project.
Manage and supervise all QA/QC functions/activities performed during engineering, procurement, construction, Installation, Mechanical Completion, Precommissioning, and up to final acceptance by the end user.
Preparation, implementation, monitoring, revision, and updating of Project quality plan, Quality Control Procedures, ITPs, etc.
To monitor and report the weekly and monthly KPIs to implement timely corrective action.
Manage all Quality Assurance & Control (QA/QC) functions in the project and manage a team of QA/QC Engineers, QC inspectors (Welding, Painting/Coating, Civil, E&I) for day-to-day QA/QC functions in the project.
Attend kick-off meetings to provide QA/QC input and determine inspection level and requirements of product/material.
Review and approve product/material requisitions and validate QC requirements.
Provide Quality input to technical bid evaluations. Review and approve necessary vendor and supplier documents including ITPs, NDE procedures, and reports, Manufacturing Record Books.
Support 3rd party inspection coordination process and review inspection reports and release notes.
Review and approval of subcontractors and commissioning ITPs.
Review construction and commissioning work packs prior to site issue.
Conduct review of project technical queries and standard deviation requests.
Verify completeness of vendor and project documentation and support implementation of quality continuous improvement initiatives.
Ensure the closure of Quality requirements for project close-out.
Regular quality reporting as required and ensure the satisfactory reporting, tracking, and closure of project NCRs and Preventive Actions.
Quality input to project lessons learned and risk management sessions.
Develop and execute contract quality programs in accordance with Contract and/or Projects Execution Plan arrangements.
Executes audits in accordance with approved audit schedules.
Qualifications:
Minimum Bachelor Degree in Engineering (Electrical, Mechanical, or related field) with sufficient experience (10 Years) and minimum 5 years in Sr. QAQC Engineer role in corporate or contracting environment in construction, preferably oil & gas, power, and utility sector.

5 years or more experience in EPC contracting companies, OEMs in oil & gas, power, and utilities sector.
Exposure/Knowledge in Onshore Pipeline construction, On Plot Piping, Flow line/Trunk line Construction, Well Head Tie-Ins, Tank Fabrication Projects, etc.
Relevant background/Inspection experience in welding (Pipeline & Piping), Pipeline Field Joint coating application (3LPP, 3LPE, FBE, U/G coating, painting), NDT inspection, and other construction activities/inspections related to Civil, E & I discipline.
Good experience in inspection and testing activities related to procedure qualification test, Applicator Qualification test of 3LPE, 3LPP, 2LFBE, External line pipe coating, A/G Painting, and Coating activities, etc.
Experience/Knowledge in implementation of lesson learnt process in the project and ensure that the same nonconformity/lessons shall not be repeated throughout project lifecycle.
Experience/fully familiar with codes and standards such as ASME, ASTM, API, ISO, etc. used in oil and gas industries. Familiar with SHELL DEP, ADNOC Onshore specifications are an added advantage.
Knowledge in Conducting Welding procedure Qualification & Welder Qualifications for Oil & Gas Projects (Pipeline, Piping, Well Head Tie-ins, etc.) in accordance with applicable Codes and Standards.
