Purpose of the Role:

The QA/QC Engineer is responsible for ensuring that all construction activities meet the required quality standards and specifications. This role is critical in overseeing the quality control processes throughout the project, ensuring that all activities in civil, architectural, and structural disciplines are executed according to approved plans, method statements, and safety protocols. The QA/QC Engineer ensures compliance with project specifications, industry standards, and client requirements, aiming for the highest levels of quality and workmanship throughout the lifecycle of the project.

Responsibilities:

  • Ensure the quality and workmanship of every activity across civil, architectural, and structural disciplines, interfacing with multidisciplinary operations.
  • Develop method statements, risk assessments, job safety environmental analysis (JSEA), inspection test plans (ITP), and checklists based on project specifications.
  • Perform daily inspections and tests for the scope and quality of construction, ensuring compliance with drawings and specifications.
  • Carry out inspections to ensure quality-related procedures on-site align with approved method statements and ITPs.
  • Coordinate with consultants and site in-charges for inspections, meetings, and addressing quality issues, including closure of non-compliance reports (NCR).
  • Report to the QA/QC Manager and monitor all activities related to the Quality Management System (QMS).
  • Manage all QA/QC documents for the project, including certificates, calibration records, test results, inspection requests, NCRs, site instructions, and permanent material deliveries.
  • Ensure timely closure of non-conformance reports (NCR) and site instructions (SI).
  • Conduct internal audits as per the Project Quality Plan (PQP).
  • Liaise with the technical engineer for material submittals to the consultant.
  • Prepare and implement the Project Quality Plan, supervising all amendments and revisions.
  • Control the distribution of all project quality documentation.
  • Attend and coordinate project-related quality meetings with clients, consultants, subcontractors, and vendors.
  • Ensure all quality control documentation is compliant for as-built handovers through the QC turnover engineer.
  • Control NCRs and implement corrective and preventive actions.
  • Coordinate with the Site Construction Manager on quality-related issues and attend weekly QA/QC site meetings with subcontractors' QC personnel.
  • Implement the QA/QC management system on-site.
  • Coordinate with all subcontractors and vendors for quality inspections and non-destructive testing (NDT).
  • Oversee quality-related site inspections, including external and internal audits.
  • Ensure safety compliance at the site.
  • Review customer specifications and provide relevant training to site QC inspectors.
  • Monitor the implementation of the approved site QC plan and coordinate the approval of technical submittals.
  • Oversee coordination of site inspections with all subcontractors and vendors.
  • Ensure that quality-related site activities adhere to applicable codes and standards.
  • Provide assistance in resolving any quality-related issues with customers and project teams.

Other Requirements:

  • Must be willing to attend meetings outside normal working hours to meet project and client requirements.

Knowledge:

  • Current principles, practices, and techniques of contracting and QA/QC practices.
  • Supervisory principles and practices.
  • Knowledge of international and local QA/QC standards.

Skills:

  • Planning, assigning, directing, and reviewing QA/QC work for a professional and support staff.
  • Implementing, interpreting, and explaining policies, procedures, rules, and regulations related to QA/QC matters.
  • Reading and interpreting contract documents, drawings, and specifications.
  • Providing excellent customer satisfaction, both internally and externally.
  • Proficiency in Microsoft Office and office software.
  • Ability to oversee, review, and evaluate situations, defining plans to achieve business goals.
  • Problem-solving at a strategic level and collaborating with others to reach resolutions.
  • Careful planning to achieve accurate and timely results.

Abilities:

  • Implement QA/QC procedures within guidelines and contract requirements.
  • Coordinate, monitor, train, evaluate, and motivate staff.
  • Establish and maintain effective working relationships with colleagues and stakeholders.
  • Represent the project effectively in meetings.
  • Prepare clear, concise, and competent reports, correspondence, and other written materials.
