Implement the day-to-day operations assigned for the project procurement section to ensure compliance with the established standards and procedures and align with the project specific procedures.
Develop procurement plans for all assigned packages at the start of the project and also during the bidding phase.
Establish package strategies and criticality assessments in line with project and business unit objectives.
Combine or split several packages to align with budget, schedule, and technicalities or construction strategy of the project.
Ensure the sourcing process to support project and procurement objectives.
Analyze the project terms and conditions and create the project specific terms and conditions of purchase.
Negotiate the best payment terms and contract conditions, maintaining a high level of integrity.
Prepare project procurement procedures, PO plans, and obtain approval from the client.
Update the Procurement status to Project Management and Functional Management.
Monitor the progress of work of individual buyers and support them to explore solutions to address their concerns for guidance for the best possible solution.
Assist the Tendering and Costing Department as required.
Liaise with all departments and maintain a good relationship to provide required service.
Develop new vendors in line with construction's quality/price requirements for construction related procurement support.
Arrange and participate in meetings between suppliers and Company representatives and other personnel to facilitate standardization and economically viable procurement.
Required Skills
Sound technical knowledge and experience in managing procurement of Mechanical Static, Rotating and equipment Packages, Electrical, Instrumentation and Telecom Packages and Bulk Packages of all disciplines required for FPSO/FSRU/FPO/HVDC etc projects.
Experience as Procurement Manager/Lead Buyer for critical offshore oil and gas and HVDC projects related procurement packages.
Experience from project bidding phase till full execution of procurement for topside packages on major offshore projects.
Ability to finalize contractual Terms and Conditions with suppliers as per applicable laws/regulations of the project.
Ability to lead the process and work with Engineering and other production departments during technical review of packages and scope finalization.
Up to date with modern purchasing methods, procedures, and specifications preparation.
Broad knowledge of international trade & shipping terms.
Broad knowledge of Oil & Gas/Marine/Energy project procurement terms and conditions including warranty requirements.
Sound knowledge of technical terminology used in an Oil & Gas/Marine/Energy environment.
Strong background with resolution of procurement issues.
Demonstrated ability to handle multiple procurement activities concurrently and meet deadlines.
Demonstrated ability to organize, prioritize, and successfully execute tasks in accordance with departmental/project objectives.
Hands-on experience in MS Excel for complex commercial evaluations.
Fully trained and knowledgeable with relevant Safety and Occupational Health & Safety standards.
Experience
10-15 years experience in buying and Project Procurement management, EPC shipyard, offshore/Oil & Gas industry.
Education
Bachelor's Degree in any Engineering discipline or equivalent.
Postgraduate Degree/Diploma in Business Administration/Materials Management.
