Job description

Job Objective:

The role holder is responsible for overseeing, monitoring, and ensuring the execution of infrastructure, rehabilitation, and construction projects. This includes conducting necessary site visits to ensure project completion in compliance with relevant standards, regulations, and regulatory frameworks.

Reports to: Project Management Section Manager.

Duties and Responsibilities:

  • Design and develop project plans, including timelines and financial flow plans, in accordance with the project scope.
  • Prepare project management documents following project management methodologies and compile project requirements.
  • Develop risk assessment plans and provide recommendations and solutions.
  • Conduct feasibility studies and financial budgets for ADAFSA’s needs related to health facilities and buildings, providing technical support for the selection of providers and suppliers of services in coordination with relevant entities.
  • Oversee contractor performance, ensuring alignment with reference standards, work plans, and key performance indicators, while coordinating with suppliers to complete infrastructure, rehabilitation, and construction projects.
  • Prepare a communication plan between the parties to the project, achieving full coordination and preparing monthly reports.
  • Manage project progress and track costs against budget and time.
  • Implement infrastructure project plans and prepare performance measurement reports.
  • Ensure the efficient implementation of strategic projects, both operationally and financially, in accordance with the applicable engineering requirements and practices.
  • Develop solutions to project issues related to delays and budget overruns.
  • Monitor and obtain necessary approvals for project progression, and review and approve contractor and consultant invoices for due payments.
  • Prepare and review change orders, securing the required approvals.
  • Conduct quality control and testing of construction materials used.
  • Participate in the assessment and assurance of ADAFSA's compliance with specific safety standards applicable locally and internationally for building construction.
  • Assist in managing health, safety, and environmental regulations at project sites.
  • Conduct regular visits to ADAFSA's sites and facilities to collect the information and data necessary for the requirements of future projects and the purposes of developing ADAFSA's facilities in a way that serves the work environment.
  • Apply local and international standards for project performance.
  • Monitor the achievement of environmental, health, and occupational safety requirements across all ADAFSA buildings and facilities.
  • Conduct periodic project site visits, reporting on project status, contractor performance, and consultant oversight.
  • Will be responsible for carrying out actions related to raising data quality and data maturity level.
  • Will be responsible for updating procedures and processes related to the work of the organizational unit to address data issues and challenges.
  • Be aware of the requirements of continuity management systems and controls for the business risk management system in ADAFSA.
  • Perform any tasks assigned by the Line Manager.

Qualifications:

  • Bachelor's Degree in Engineering.
  • 3 to 7 years of experience in relevant field.
  • Excellent communication skills in English and Arabic.
