Project Engineer Level I

Job Summary:
The Project Engineer I at Halcon manages high scale, complex and interconnected projects of the organization to achieve larger, long-term business objectives. The job incumbent leads and drives the allocated projects with strong attention to strategy, implementation, and delegation from concept to successful completion ensuring projects achieve strategic and operational needs of the organization in terms of budget, quality, and delivery targets.

Key Accountabilities:

1. Support the Programme Manager in executing the best practice programme management vision, strategies, procedures, processes, systems, tools, and standards to support the organization's strategic direction.
2. Support System Engineer and design team in developing the System Engineering Management Plan, TEMP, QAP, CMP.
3. Work with business stakeholders to identify, validate, and implement concepts, aligning project outcomes with overall business and key stakeholder requirements.
4. Plan, develop, execute, and maintain the scope, deliverables, functional milestones, required resources, operating plans, budget, and timelines for all allocated projects.
5. Ensure the conformity of project output against contractual requirements and objectives, as well as company norms and standards utilizing resources effectively over the full lifecycle of the contract.
6. Identify and deploy the technical skill sets, resource levels, and systems to deliver projects, including the engagement of internal resources as required.
7. Manage project budgets and funding channels for maximum productivity, monitoring expenditure and costs against delivered and realized benefits as the project progresses.
8. Develop a project communications management plan to address stakeholders' needs and expectations and provide key information in a timely manner.
9. Find innovative ways to resolve problems or issues systematically and effectively during the course of the project, such as optimizing and sharing resources across the project for obtaining maximum benefits.
10. Develop project assessment protocols for evaluation, auditing, and health checks on projects.
11. Ensure project reviews are regularly and effectively conducted to drive, plan, monitor, and control the delivery of the project to schedule, budget, and to the agreed quality level.
12. Ensure progress is monitored, risks identified, and appropriate mitigation against non-delivery is invoked.
13. Take ownership of the project management policy, guidelines, and any associated documents.
14. Implement and manage changes and interventions to ensure project goals are achieved.
15. Provide project status and regular reporting on the project progress to the various Executive and Project Management entities.
16. Share ideas and improve operation, recommending, supporting, and implementing continuous improvement activities and process and procedure improvements to optimize results and improve quality of delivery.
17. Provide guidance to junior members of the team, coach and mentor junior team members, and contribute to the knowledge of the office through collaborative exchange.
18. Execute any of the departmental technical capabilities not limited to:
1. Simulation
2. Harness and connector document design reviews
3. Electronic procurement support
4. Trade analysis
5. Lab testing and hardware testing
19. Flight testing:
1. Pre-Flight Preparations
2. Flight Test
3. Post-Flight Analysis
20. Take responsibility for the design, implementation, and improvement of engineering design and analysis tools in the department.
21. Providing technical support and guidance to team members.
22. Creating and maintaining technical documents like manuals, qualification documents, specifications, etc.

Experience & Education Qualifications:

1. Minimum: 6+ years hands-on experience in Customer and Development Environment.
2. Minimum: Bachelor’s Degree or equivalent required.
3. Preferred: 2+ years of similar experience in the Defence industry with regional exposure.
4. Preferred: Project Management certificate.
5. Working knowledge of safety-critical development processes.
6. Knowledge of Electronic Systems fundamentals and development processes.
7. Knowledge of budgeting and resource allocation procedures.
8. Knowledge of establishing project governance and financial management.
9. MS Office, MS Project, MS Excel, and Financial Database experience.
10. Project management tools and methodologies.
