Management Sciences for Health (MSH) is seeking a Project Director (PD) for the anticipated global Integrating HIV Services into Primary Health Care (INTEGRATE) program, funded by USAID. The program's goal is to contribute to sustaining the gains in the HIV response and enabling pandemic preparedness and resilience in the face of other external threats by integrating current health investments for HIV prevention, care, and treatment services into existing country health systems and PHC platforms, in alignment with country priorities.

Overall Responsibilities

The Project Director (PD) is a key leadership position that is responsible for overseeing the management, operation, and technical excellence of the implementation of the program. As a thought leader in health systems strengthening, HIV, primary healthcare, and public health, the PD sets the vision for the program and directs a multinational, multidisciplinary team of global experts and operations staff to deliver results in the most efficient and effective ways possible to ensure significant contribution to USAID and PEPFAR's goals.

The PD has full accountability and authority for the development, execution, and monitoring of the program, including (1) vision and technical strategy; (2) project management and compliance; (3) documentation and communication; (4) client and stakeholder relationships; and (5) coordination and synergy with consortium partners and their relevant initiatives, and USAID's global initiatives, country missions, and project offices in all countries of operation. The PD represents the program to USAID, representatives from collaborating country governments, private sector, and global stakeholders and thought leaders. S/he must meet or exceed the requirements outlined below.

Specific Responsibilities

  1. Set the strategic vision and direction for the multi-country program in consultation with USAID and PEPFAR and ensure technical standards and excellence of work in all areas.
  2. Establish and manage collaborative relationships with USAID, ministries of health and other government stakeholders, community organizations and networks, private sector and other relevant actors.
  3. Facilitate and promote thought leadership in the project technical areas including the advancement of new models, innovations and transformations that support countries in their journey to self-reliance, e.g. in low- and middle-income countries (LMICs).
  4. Build global partnerships with international, regional, and local key partners to ensure efficient coordination.
  5. Proactively engage and manage relationships with all partners from the program consortium and ensure partners adherence to their contractual obligations and provision of quality technical deliverables.
  6. Create an environment conducive to collaboration, learning, and performance improvement among the multidisciplinary, multinational program team.
  7. Oversees the execution of the project's results framework, technical strategy, performance monitoring plan, M&E plan, and annual project work plans per contract requirements, approved budget, and MSH technical frameworks and standards.
  8. Effectively manage the program within USAID, PEPFAR, and MSH policies, guidelines, and SOPs.
  9. Ensure program technical and operational excellence, compliance and integrity.
  10. Ensure that the program meets all contractual requirements.
  11. Ensure that the program's financial plan is in line with contract budget and received obligations.
  12. Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact using a variety of communication strategies and media outlets.

Qualifications

  1. Advanced degree in public health, public policy, medicine, health economics, or a related discipline combined with extensive years of experience working in health systems, HIV, and/or primary health care.
  2. Direct relevant experience must be in the management or implementation of international health activities in/with low and middle-income countries (LMICs), with at least 3 years having been physically based in LMIC countries.
  3. Demonstrated expertise in at least two of the following areas: HIV programming, integrated health care, primary health care, health system governance, pandemic preparedness and response, local capacity strengthening, and/or related areas of health system strengthening.
  4. Experience working in partnership with U.S. Government agencies, international donors, or other multilateral agencies including USAID.
  5. Demonstrated experience of respectful and productive collaboration with ministries of health and other government institutions, civil society, and private sector actors in LMIC.
  6. Extensive experience in implementing, designing and/or evaluating PEPFAR programs in low- and middle-income countries.
  7. Demonstrated senior-level leadership (e.g., Chief of Party, Project Director, Deputy Director) to programs of similar magnitude and complexity is preferred.
  8. Fluency in English oral and written communication.
  9. Ability to interact professionally in one or more relevant foreign languages (e.g., French, Spanish, Portuguese) is preferred.
  10. Proven experience leading, managing, and supporting a team of highly skilled senior experts and supervising staff on a project of similar scale and complexity.

The expected salary range for this position is: $139,900.00 - $220,000.00 annually (U.S. locations only).
