We are looking for a Procurement Project Manager for one of our clients with the following details:
Start date: ASAP Sector: Transportation - Railway Duration of Assignment: 12 months - extendable based on project requirement - Contract Hire (contracted through MPH to work for the company) Location: Dubai UAE Proposed Salary: AED per month (all inclusive - Accommodation, transportation, and food are NOT provided separately, these are included in the salary)
Qualifications & Experience Required:
10 years experience in Procurement is necessary. An experience in designing / project solutions in digital / telecom for customer will be a plus.
Experience in the UAE / ME & Africa region is a plus.
Engineering degree or master's degree in procurement.
Activities:
The Procurement Project Manager's main mission is to develop and promote GTS procurement competitiveness internally as well as externally - customer, consortium.
Main tasks include:
Challenge the acquisition needs and requirements and promote design to cost analysis with the suppliers, during the definition phase of the solution, to increase the competitiveness of the solution and define the acquisition strategy.
Consider the offer available on the market and accessible innovations or breakthroughs.
Conduct Make or Buy analysis (both structural and project-oriented).
Address prime contract requirements, with an appropriate flow down according to the acquisition context.
Evaluate access to Market criteria (KIP, partnership, Tot).
Adhere to GTS Group Procurement policies.
Organize acquisition needs into Procurement work packages.
Ensure compliance with legal and regulatory requirements (export control, environmental rules, social regulations).
Validate the availability of offers on the market of the product or project design.
Define the resulting acquisition plan and optimize the cost of the purchased parts with the support of Global Category Managers/Category Managers/Category Buyers.
Commit the Procurement Directorate to the cost and competitiveness of the purchased part (in BID phase) through the Procurement Executive Summary (PES) presented at Gate 2.
Execute the acquisition plan (in project phase / product development and production phase) in accordance with the allocated targets (Time, Quality, Total Cost of Ownership, Risks & Opportunities) and update the procurement dashboard.
Liaise with operational teams and Category Buyers to monitor the execution of the Procurement plan.
Define and monitor the contractual requirements of the acquisition.
Comply with the "Manage Acquisition" process as per Chorus 2 and use the acquisition tools in place in the organization (e-Acquisition, ERP) for all activities.
