Job description

We are looking for an efficient PROCUREMENT OFFICER (Plant & Workshop) who will be responsible for evaluating suppliers' products and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality.

Tasks:

  1. Identify potential vendors/suppliers, gather and analyze information on them, and recommend prospective vendors to Management.
  2. Conduct market research to ascertain the best products and services in terms of value, delivery schedule, and quality.
  3. Obtain cost estimates for materials, supplies, and services.
  4. Generate inquiries and conduct meetings with suppliers/subcontractors.
  5. Evaluate bids and make recommendations based on commercial and technical factors.
  6. Negotiate pricing contracts with subcontractors and suppliers to get low costs or competitive pricing and to secure advantageous terms.
  7. Organize purchase request forms, communication between the company and supplier, bid evaluation forms, purchase orders, and other relevant files.
  8. Monitor contracts progress regularly, checking the quality of the product or service provided.
  9. Maintain records of approved suppliers and periodically evaluate vendor performance (e.g., conformance with stated requirements, trends, anomalies).
  10. Regularly review the subcontractors' procurement progress, the scope of work, and commercial terms.
  11. Develop and implement strategies for procuring, storing, and distributing goods or services and maintaining stock levels.
  12. Comply with overall organizational processes to ensure internal approvals are obtained in accordance with approved procurement policies and the Authority.
  13. Forecast level of demand for services and products to meet business needs of the client.
  14. Forecast price trends and their impacts on future activities.
  15. Monitor business trends and product availability to pay the best price for company goods and services without sacrificing quality or delivery times.
  16. Perform cost analysis and set appropriate benchmarks.
  17. Coordinate with the Finance department to ensure accurate and timely payments of invoices.
  18. Enter order details (e.g., vendors, quantities, prices) into internal databases.
  19. Prepare reports on purchases including cost analyses.
  20. Monitor stock levels and place orders as needed.
  21. Perform other related work-related tasks as per Line Manager.

Requirements:

  1. Bachelor's degree in Business Administration, Logistics, Supply Chain Management, or a related field.
  2. 5-7 years of proven work experience as a Procurement Officer (Plant and Workshop) in the Construction Industry.
  3. Excellent communication and negotiation skills with suppliers and internal customers.
  4. Good knowledge of vendor sourcing practices (researching, evaluating, and liaising with vendors).
  5. Hands-on experience with purchasing software.
  6. Understanding of supply chain procedures.
  7. Solid analytical skills with the ability to create financial reports and conduct cost analyses.
  8. Negotiation skills.
