Job Purpose:
The Procurement Engineer is responsible for ensuring timely procurement of materials, equipment, and subcontract packages in alignment with project schedules and requirements. This includes managing tendering processes, negotiating with suppliers, and collaborating with internal departments to ensure the successful delivery of procurement objectives.
Key Responsibilities:
Procurement Scheduling and Coordination
- Prepare and manage procurement schedules in line with project requirements to ensure on-time delivery of materials, equipment, and services.
- Ensure all procurement packages are awarded and delivered as per the project timelines.
Tender Operations Management
- Oversee the entire tendering process, from the initiation of the RFQ to the award of contracts or issuance of purchase orders.
- Coordinate with the tendering team and ensure smooth execution of the procurement process.
RFQ and Vendor Communication
- Prepare and issue Request for Quotations (RFQs) or enquiry packages, including specifications, drawings, and bills of quantity.
- Send enquiries to suppliers, follow up for quotations, and ensure timely responses.
Cost Comparison and Supplier Negotiations
- Prepare detailed cost comparison sheets based on technical and commercial offers received from suppliers.
- Negotiate with suppliers to obtain the best purchase packages, considering factors like quality, price, terms, delivery timelines, and services.
Collaboration with Engineering Department
- Work closely with the Engineering Department to obtain technical evaluations, compliance checklists, and scope matrices for major subcontractors.
- Communicate requirements and clarifications to subcontractors and suppliers.
Market Analysis and Supplier Management
- Continuously analyze the market for potential suppliers and evaluate them based on performance, price, and reliability.
- Manage the prequalification and registration process for new vendors.
Purchase Orders and Documentation Management
- Prepare and process purchase orders in accordance with company policies and procedures.
- Ensure all procurement documentation, including contracts and invoices, are completed accurately and are compliant with internal and external regulations.
Subcontract Package Procurement
- Oversee procurement of subcontract packages, including compiling RFQs, conducting technical reviews of offers, and ensuring all related documentation is handled appropriately.
Contractual Knowledge and Compliance
- Apply knowledge of Contracts (including FIDIC), purchase procedures, and ERP systems to ensure compliance with company policies and contractual documentation.
- Ensure proper documentation for all procurement processes.
Qualifications:
- Education: Bachelor’s degree in Civil Engineering or related field.
- Experience: Minimum of 5 years of experience in procurement and contract management within a major civil contracting company in the UAE.
- In-depth knowledge of procurement processes, supplier negotiations, and market analysis.
- Strong understanding of contractual documentation and FIDIC conditions.
- Proficiency in ERP systems and procurement software.
- Excellent communication and negotiation skills.
- Ability to work collaboratively across departments, especially with Engineering and Project Management teams.
