Job description

Job Overview:
The Principal Quality Operations Specialist interprets internal or external business issues and recommends best practices. They may be tasked with solving complex operations-related problems and will work independently with minimal guidance. The Principal Quality Operations Specialist may be responsible for leading functional teams or projects and is regarded as a specialist in the field of operations. As such, they must have in-depth expertise in operations and broad knowledge of the operations discipline within the quality function.

Responsibilities:

  1. Reviews contract scope of work, specification, Project Execution Plan, accepted clarifications / qualifications, Past projects Lessons Learned and identify unique requirements or special processes on the project which requires effective control.
  2. Directs, supervises and participates in the Construction activities of the Project to assure product quality.
  3. Initiate and issue procedures / Inspection and Test plans necessary to achieve the product quality.
  4. Identify and deploy adequate and qualified QC Manpower and equipment. Assure proper utilization of resources to achieve target Quality and Productivity.
  5. Ensure implementation of the Project Quality Plan during Construction / Installation phase.
  6. Subcontractor Fabrication - Participate in audit, approval / evaluation, TBE review, execution, attending PIM / KOM.
  7. Support Construction group to evaluate Fit for Purpose evaluation for non-conforming items.
  8. Interact / Coordinate with Procurement Quality, Engineering, Fabrication, Marine and QC Leads for any technical issues to the satisfaction of contract / customer.
  9. Liaise with the QC / NDT / Coating/ Welding/ Certification Personnel and Customer to ensure that issues related to Quality are addressed and technically resolved.
  10. Liaise with the TPI / Certifying Authority on Construction / Installation related documents to seek verification, assessment and appraisal.
  11. Oversee the Project Certification as construction progresses and ensure approval of documents / packages and monitors progress of mechanical completion.
  12. Monitor the performance of QC Technicians, QC Inspectors and QC Supervisors to ensure project quality performance throughout the Construction and Installation phase.
  13. Analyze the quality non-compliance occurred and ensure implementation of corrective actions to avoid occurrence or recurrence throughout the project.
  14. Log Quality related lessons-learned throughout the Construction / Installation stages of the project.
  15. Conduct Readiness Review meetings with all QA/QC disciplines.
  16. Assist Manager Assurance for root cause analysis (RCA) of CONQ data.
  17. Review contract scope of work, specification, Project Execution Plan, and accepted qualifications and identify unique requirements or special processes during the project that require control for effective examination & reliability.
  18. Direct, supervise, and participate in the activities of the Project Management Team to ensure product quality.
  19. Initiate Quality Planning by consulting the proactive and preventive measures identified and evaluate the effectiveness of the Project Quality Plan/procedures necessary to achieve product quality.
  20. Coordinate daily with the quality team to ensure adequate resources are available for day-to-day activities. Provide mentoring and coaching to the team as required for each discipline.
  21. Prepare Quality related lessons-learned through project Close-out Report.
  22. Prepare weekly MOM, Monthly reports (QMR), Project specific Inspection Assignment documents.
  23. Plan and arrange for Pre-Inspection Meeting along with the Manager Assurance, Quality Inspectors Expeditor, Package Manager, Supplier, and Client.

Qualifications:

  • Bachelor's Degree in relevant field of study preferred.
  • 10+ years in a relevant field related to EPC.
  • Lead auditor certification and experience preferred.
  • Proficient with computers and Microsoft programs such as Word, Excel, and Outlook.
