Responsibilities
- Prepares the Estimate Plan to establish the estimating methodology and cost estimating principles applicable to the estimate preparation.
- Works with Planner to define an appropriate Estimate Work Breakdown Structure (WBS) in accordance with the customer and project requirement.
- Reviews design scope criteria and quantities for completeness and reasonableness and coordinate with the project to develop additional estimating bases when information is incomplete.
- Ensures collection, verification and integration of work scope into the cost estimate including labour rate derivation, installation rates / construction norms, productivity analysis, and associated engineering and construction costs.
- Develops escalation model where required and assist with the development of owners cost.
- Coordinate identification of areas of risk in the compilation of cost estimates and evaluate appropriate levels of contingency. Where necessary performs Monte Carlo type risk analysis of costs estimates to determine contingency and accuracy levels.
- Assists with cost estimating input into specific studies. Responsible for integration of activities and total work scope identification. Evaluates study results, critical path and recommended conclusions for project team consideration and discussion.
- Ensure that all relevant regional/local factors are taken into account when preparing estimates by organising and participating in location surveys and data research.
- Performs scenario comparisons and uncertainty analysis and sensitivities on cost estimates, reflecting analysis of project risks. Manage reviews and assurance of cost estimates. Benchmark against historical performance, industry norms and established KPIs.
- Supports development estimating standards and procedures. Compiles, summarizes, updates and maintain estimate and historical cost data.
- Develops benchmarking packages at appropriate level to check estimate results from top down versus both internal and external comparable data.
- Participate in cost and schedule risk analyses and provide mitigation proposals to the project teams. Provide cost engineering advice (including estimating, planning, cost control and risk analysis) to project teams and other stakeholders.
- Aligns with Business Managers on business objectives for each estimate before issuance.
- Prepares and presents cost estimating information to management/customer.
- Delivering of Capital Cost Estimates with focus on enhancing accuracy and execution.
- Leadership skills in Estimating with ability to handle complex multi-office projects.
- Customer Interface - Build strong relationships with key clients and grow business through consistent team performance.
- Provides ‘on the job’ training and mentoring.
Job Specific Knowledge:
- Experience in project delivery.
- Commercial awareness and business case analysis (e.g., modest level of competency with economic analysis).
- Proven success with benchmarking and data analytic skills.
- Ability to mitigate risks effectively through commercial analysis and positive decision making. Interest to drive Energy Transition and Digital, as they are key transformational strategic pillars.
Industry Specific Experience:
- Relevant practical experience in the preparing Class 1 to Class 5 estimates as per AACEI Estimate Classification for the Oil & Gas, Refinery or Petrochemicals projects.
- Engineering and Construction Experience is a must.
- Experience in commercial contracting models/risk profiles and project scopes/phases (FEL/EPC/EPCM & Lump Sum/Fixed Price/Target Price/Reimbursable, etc). Hands-on mentality.
Education:
- Degree in Engineering (Chemical, Mechanical, Electrical or Instrumentation preferred) or Construction.
HSE Capability:
- Complies with, promotes, and provides leadership in HSE policy and Worley Life.
Quality:
- Responsible for working within the provisions and guidelines of the Worley Assurance process and Cost Estimate Review procedure.
IT Skills:
- Have strong skills with MS Office 365 (latest version), Palisade @Risk etc. People Skills: Excellent presentation skills, skilled in oral and written communication.
