PURPOSE & SCOPE
Jobs at this level are responsible for planning and allocating tasks for the Engineering and Drafting teams with emphasis on Team Management; the coordination of activities, attendance at client meetings and the preparation and checking of all project documentation are part of the responsibilities. Together with Management responsibilities, technical expertise is mandatory for this position as it involves providing a high level of consultancy and expertise to the team. These role holders can be seconded to work as Project Engineering Manager based on the size and complexity of the assigned project. The focus will shift from one of deep discipline knowledge to that of coordinating the various engineering disciplines involved in assigned projects.

DUTIES & RESPONSIBILITIES:

1. Reviews the Scope of Work to assess manpower requirements and gains approval for securing necessary resources.
2. Proposes execution strategy to engineering tasks and project associated tasks.
3. Plans and allocates various tasks to the Engineering and Drafting teams and supervises and directs progress to ensure timely completion within approved manpower budget and to agreed quality standards.
4. Attends project kick-off meetings to gain appreciation and understanding of the project and to provide Engineering input.
5. Checks all project drawings, documentation, calculations, the PR, technical evaluations, and manpower estimates to ensure accuracy and completeness.
6. Coordinates activities under own responsibility with other disciplines to ensure effective progress and avoid duplication of effort.
7. Collects inputs on queries, reviews them and passes to the Project Engineering Manager for resolution.
8. Attends project progress/technical client meetings to report on activities and has some direct client contact for the resolution of problems.
9. Attends design review meetings to provide advice and expertise on Engineering aspects.
10. Coordinates the various Engineering inputs for consideration.

MINIMUM REQUIREMENTS:

1. B.Sc. in Engineering, preferably M.Sc. in Mechanical.
2. A minimum of 12 years of Engineering experience in the oil and gas industry, preferably with an EPC Contractor in the field of:
1. Upstream oil & gas design facilities, including separation, oil, gas & water conditioning processes and associated equipment, preferably offshore.
2. Ancillary facilities and equipment associated with the oil and gas industry, preferably offshore.
3. Proven supervisory track record, preferably a certification level of IPMA or PMA.
4. Well-developed planning and organizing skills.
5. Influencing skills.
6. Thorough understanding of specific Engineering disciplines:
1. Process;
2. Instrumentation and control;
3. Piping;
4. Electrical.
7. Knowledge of Engineering software associated with rotating equipment sizing and office & planning tools.
8. Good command of written and spoken English.
9. Good technical knowledge and skills covering:
1. Hydraulic processes and equipment, rotodynamic and positive displacement pumps with their associated equipment (seals, drivers, controls);
2. Thermodynamic processes, gas compression and conditioning, rotodynamic and positive displacement compressors and associated equipment (drivers, seals, controls);
3. Stress, Strain and mechanical vibration analysis on oil & gas equipment;
4. Lifting equipment used in the oil & gas industry;
5. Drivers and their characteristics;
6. Good knowledge of upstream oil & gas applied processes, including separation, gas conditioning, water disposal, etc. equipment selection and integration.

12. Excellent knowledge on Project Management.
13. Capabilities of preparing Engineering Project Execution Plan.
14. Proven skills in monitoring project progress and advising on strategies required to be adopted in different project phases.
15. Capable of identifying and addressing project interfaces.
16. Proven teamwork skills with respect to human resources motivational techniques.
