Roles and responsibilities

Manage the successful completion of projects within the ports and maritime programme from project inception to commencement of construction.

Responsibilities

  1. Conduct a comprehensive feasibility study along with a technical, financial and environmental analysis to assess the viability of proposed ports and maritime projects.
  2. Develop and lead preconceptual engineering schemes and plans for potential future ports and maritime projects to enable project realisation.
  3. Manage pre-construction project’s scope of work, objectives, and deliverables providing the necessary advice for a successful delivery.
  4. Conduct site visits to study the required logistics, evaluate project cost, and manage budget during the pre-construction phase.
  5. Oversight tender documents, review bidding scope, lead contract negotiation and gain approvals during the pre-construction.
  6. Manage pre-construction schedule, monitor progress with stakeholders and enforce alignment with ports and maritime goals and company objectives.
  7. Prepare reports reflecting the current activities, issues and recommendation plans to the Senior Manager.
  8. Asses project risks related to ports and maritime pre-construction activities, develop mitigation plans and ensure developing strategies as required.
  9. Build and maintain strong relationship with internal and external stakeholders by attending regular meetings, resolving issues and conflicts, and sharing schedule/timeline/budget update.
  10. Manage pre-construction billing and invoices while ensuring timely payment.
  11. Communicate technical information to non-technical stakeholders, including clusters and potential customers.
  12. Offer coaching and mentoring to team members to enhance their capabilities and problem-solving skills.
  13. Identify skill gaps and training requirements for the teams to ensure consistent high performance.
  14. Develop and maintain relationships with other senior management, suppliers, consultants, and contractors.
  15. Lead the strategic planning, development, execution, and evaluation of all programs and initiatives.

Qualifications

  1. Bachelor's degree in Civil Engineering, Construction Management, Project Management or a related field. Master's degree is a plus.
  2. Excellent English. Arabic is an added advantage.
  3. A minimum of 10-12 years of experience in a similar role.
  4. Proven experience in pre-construction management within engineering or construction industry.
  5. Extensive experience in the field of ports and maritime development.
  6. Preferably have worked in both construction and consultancy organisations.
  7. Experience in project management including the ability to plan, execute and oversee projects from concept to implementation.

  2. Feasibility Analysis: Conducting detailed assessments of project viability, including financial, logistical, and technical aspects.
  3. Scheduling Expertise: Developing preliminary project schedules, identifying critical milestones, and coordinating timelines.

2. Cost Estimation and Budgeting

  1. Detailed Estimation: Preparing accurate cost estimates for materials, labor, and equipment.
  2. Value Engineering: Identifying cost-saving opportunities without compromising project quality or objectives.
  3. Budget Oversight: Ensuring alignment between project estimates and client budgets.

3. Leadership and Team Coordination

  1. Team Management: Leading cross-functional teams, including estimators, designers, and project managers, during the preconstruction phase.
  2. Stakeholder Collaboration: Engaging with clients, architects, engineers, and subcontractors to ensure alignment on project goals.
  3. Problem Solving: Addressing challenges proactively to prevent delays or budget overruns.

4. Technical Knowledge

  1. Construction Methods: Understanding modern construction techniques, materials, and best practices.
  2. Design Coordination: Collaborating with design teams to ensure constructability and compliance with project requirements.
  3. Regulatory Compliance: Ensuring adherence to local building codes, safety standards, and environmental regulations.

5. Communication and Negotiation

  1. Client Relations: Building strong relationships with clients and effectively communicating project plans and updates.
  2. Negotiation Skills: Securing favorable terms with vendors, subcontractors, and suppliers.
  3. Documentation: Preparing comprehensive reports, contracts, and proposals.
