Job description

Payroll Management Time Sheet Management:

  • Ensure timesheets are submitted digitally through the application.
  • Follow up with foremen, project managers, and camp bosses to address missing time sheets.
  • Send reminders and ensure all time sheet records are complete and accurate.
  • Perform timesheet reconciliation twice a month to reduce end-of-month workload.
  • Upload reconciled time sheets into the ERP system.

Payroll Preparation:

  • Prepare the payroll register, including:
  • Verification of wages, increments, deductions, annual leave, sick leave, absenteeism, and monthly allowances.
  • Bank account details of employees for salary transfers.
  • Check for duplicate transactions and ensure travel time does not exceed the maximum allowable limit of 3 hours.
  • Verify job numbers for accuracy and completeness.
  • Facilitate bank account opening for new employees through the designated bank.
  • Ensure compliance with WPS (Wage Protection System) requirements for salary transfers and deductions.
  • Address employee complaints regarding prior month payroll payments and make necessary adjustments.

Payroll Posting:

  • Confirm and review payroll for accuracy.
  • Post payroll transactions through the system once verified.

Payslips:

  • Print payslips immediately after finalizing payroll.
  • Arrange to distribute payslips to employees in labor accommodations.

Reporting:

  • Prepare detailed payroll-related reports, including:
  • Wages allocation report.
  • Job costing analysis.
  • Monthly and yearly payroll analysis.

Leave Salary Management:

  • Process leave salaries on a monthly basis, regardless of the number of days an employee has worked.
  • Ensure compliance with WPS requirements for monthly leave salary transfers.
  • Process leave calculations upon receiving requests from Human Capital.
  • Prepare and transfer leave payments in advance as a one-time batch.

End of Service Benefit (EOSB) Calculation:

  • Documentation and Verification:
  • Collect required documentation upon receiving requests from Human Capital.
  • Verify resignation/termination details and confirm the official last working day.
  • Ensure notice periods have been served or calculate payment in lieu of notice.
  • Verify the reason for termination is documented.
  • Ensure clearance of company assets, loans, and advances.
  • Confirm remaining leave balances.
  • Refer to the employee’s contract and company policy to ensure compliance with labor laws.

Outstanding Salary Calculations:

  • Calculate salary up to the last working day, including overtime (if any).
  • Calculate payment for unused leave based on the employee’s leave balance and basic salary.
  • Calculate end-of-service benefits as per local labor laws (e.g., UAE labor law for gratuity).
  • Deduct any unpaid loans, advances, or penalties as per company policy.

This comprehensive role ensures accurate payroll processing, compliance with labor laws, timely payments, and effective management of payroll-related concerns and employee benefits. A Payroll Accountant should not be limited solely to payroll responsibilities; they should also have the capacity to work in other areas of finance functions, such as payment processing, receipts, petty cash management, credit notes, debit notes, purchase entries, fixed asset management, and more.
