Position: Barge/Vessel Client Representative (Lead)

Summary:
The Barge/Vessel Client Representative (Lead) will serve as the focal point for offshore installation campaigns, ensuring compliance with project specifications, HSE regulations, and contractual obligations. The role requires extensive offshore oil and gas construction experience, expertise in marine operations, safety regulations, and offshore installation practices, and the ability to oversee contractor activities effectively.
Key Responsibilities:
1. Project Representation & Offshore Installation Oversight
- Serve as the primary liaison between the Project Management Team (PMT), contractors, Third-Party Authorities (TPA), and client Offshore field personnel.
- Represent the Project Team Leader for all contractual matters during offshore installation campaigns.
- Work closely with the client Offshore Marine Representative on all marine-related activities.
- Supervise contractor activities to ensure adherence to approved construction procedures.
- Approve or recommend changes/deviations to procedures via the Project MOC (Management of Change) process.
2. Offshore Construction & Marine Operations
- Oversee installation of jackets, decks, bridges, subsea cables, pipelines/risers, hook-up/tie-ins, and commissioning activities.
- Ensure compliance with marine practices, anchor handling, vessel movements, positioning systems, and pipe/cable laying operations.
- Conduct daily monitoring of contractor performance, ensuring compliance with contractual and safety requirements.
- Review extra work and change order requests, providing recommendations to the Project Team Leader.
- Lead the Offshore site team, coordinating activities across marine, safety, survey, and engineering disciplines.
3. Safety & Compliance
- Ensure strict adherence to HSE, QA/QC, and Offshore marine standards.
- Conduct safety meetings, toolbox talks, and emergency drills with contractors.
- Ensure compliance with international safety codes (SOLAS/MODU, etc.) and HSE regulations.
- Arrange work permits for contractors and ensure strict safety regulation compliance.
- Familiar with risk assessment procedures, developing mitigation measures for installation activities.
4. Reporting & Documentation
- Produce daily reports for the Project Leader, highlighting progress, concerns, incidents, and recommendations.
- Review and sign Contractor’s Daily Progress Reports, adding comments as necessary.
- Ensure regular safety briefings and incident reports are conducted and documented.
- Prepare and submit a comprehensive “Close-Out Report” upon project completion, including lessons learned.
Qualifications & Experience:
Education & Certification:
- B.Sc. (Honors) Degree in Mechanical Engineering or equivalent.
Experience:
- Minimum 15 years’ experience in the offshore oil & gas industry.
- At least 10 years of hands-on exposure in offshore construction vessels & barges for jacket, deck, pipeline, riser, and subsea cable installations.
- In-depth knowledge of QA/QC, welding & coating, HSE regulations, marine construction practices, and Offshore standards.
- Proven experience in anchor handling, vessel movements, navigation, survey systems, and offshore hook-up/commissioning operations.
- Strong understanding of emergency response plans for offshore fields (evacuation, medevac, etc.).
Skills & Competencies:
- Strong leadership and offshore project management skills.
- Excellent knowledge of offshore marine and construction operations.
- Strong HSE awareness, with experience in work permit arrangements and safety enforcement.
- Fluent in English (spoken and written).
Proficient in technical reporting and risk assessment documentation.
