Job Description

Basic Requirements:

  1. Age: Under 45
  2. Minimum of 7 years of experience in metal materials inspection and quality management;
  3. At least 2 years of experience in laboratory management or third-party inspection.
  4. Hands-on experience in power plants or seawater desalination (RO) projects.
  5. Familiarity with laboratory management systems.
  6. Certified NDT Level 2 (e.g., ASNT, PCN, CSWIP).
  7. Proficient in Microsoft Office and technical reporting.

Key Responsibilities:

  1. Quality Management & Technical Audits: Review and approve metal material inspection reports to ensure compliance with ISO/IEC 17025 and EIAC (Emirates International Accreditation Center) standards. Oversee inspection processes, ensuring data accuracy, completeness, and traceability—particularly in high-temperature, high-pressure, and corrosive environments. Develop and optimize quality control plans to ensure compliance with international standards (ASTM, ASME, EN, BS) for power and desalination projects.
  2. Subcontractor & Third-Party Laboratory Management: Manage subcontractors and third-party inspection agencies, ensuring their qualifications, methodologies, and equipment meet project and regulatory requirements. Supervise external laboratory inspections on pipelines, pressure vessels, and other critical components. Assess subcontractor capabilities in weld inspections, corrosion monitoring, material composition analysis, and mechanical testing. Collect, review, and maintain records of inspection reports and compliance documents.
  3. Inspection Planning & Progress Monitoring: Develop and implement metal inspection plans for seawater desalination plants, ensuring alignment with project schedules and quality control objectives. Monitor inspection progress to ensure timely completion of pipeline and structural material assessments. Implement preventive measures to mitigate quality risks in critical components.
  4. Technical Support & Standardization: Provide technical expertise to engineering and O&M teams, including weld quality assessment, material selection, and corrosion resistance analysis. Participate in internal quality audits and continuous improvement initiatives to enhance inspection accuracy and regulatory compliance. Organize training programs to improve team competency in NDT techniques, corrosion control, and failure analysis.

Skills & Qualifications:

  1. Education & Professional Background: Bachelor's degree or higher in Metallurgical Engineering, Materials Science, or a related field.
  2. Technical Expertise: In-depth knowledge of high-temperature and high-pressure material inspection, corrosion assessment (e.g., chloride stress corrosion cracking), and weld quality evaluation. Proficiency in Non-Destructive Testing (NDT) methods (UT, RT, MT, PT) and Destructive Testing (DT) techniques (tensile, impact, hardness). Strong ability to analyze metal test data, diagnose failures, and provide technical recommendations. Excellent cross-department coordination skills, working with engineering, procurement, QA/QC, and construction teams to achieve quality objectives.
  3. Compliance & Regulatory Knowledge: Ensure all metal inspection activities comply with UAE DEWA (Dubai Electricity and Water Authority), EIAC, and other regulatory standards. Stay updated on international inspection standards for power and desalination plants (ASME BPVC, API 510, API 570, NACE MR0175).
  4. Language & Work Environment: Fluent in English (technical writing and reporting required). Experience working in multinational, cross-cultural teams is a plus. Willing to conduct on-site inspections and short-term travel for FAT (Factory Acceptance Testing) and field inspections.

Preferred Qualifications (Highly Desirable): Certified ISO 17025 Internal Auditor with laboratory management experience. Previous experience in DEWA, EWEC, or UAE-based power and water projects.
