Lead the development and implementation of the department's strategy, defining strategic KPIs and targets in alignment with the organization’s vision and mission.
Oversee the formulation of operational plans, financial budgets, and policies to ensure compliance with organizational standards.
Direct initiatives focused on process improvement, digitization, and change management for operational enhancements.
Manage the review and amendment of maritime safety, environmental, and navigation control policies as per UAE government directives and international standards.
Lead advocacy efforts to influence maritime policy at national and international levels, coordinating with government authorities and industry bodies.
Facilitate collaboration with other Emirates to ensure cohesive maritime regulation across the UAE.
Oversee research activities to benchmark policies against regional and global standards, ensuring continuous improvement.
Ensure effective monitoring systems for compliance with all maritime regulations and prompt resolution of non-compliance issues.
Lead risk management activities related to maritime operations and regulatory compliance, implementing mitigation strategies.
Provide guidance and regulatory support to other departments, ensuring effective implementation and understanding of maritime policies.
Supervise engagement processes with maritime stakeholders for feedback on policy developments and enhance regulatory compliance.
Drive a high-performance culture within the department by fostering employee engagement and commitment to organizational goals.
Promote health, safety, and environmental practices by ensuring adherence to relevant policies and procedures.
Experience and Qualification:
Minimum 8 years of experience in maritime policy development and regulation, including at least 4 years in a managerial role overseeing a team.
Proven experience in ensuring compliance with maritime regulatory frameworks and standards.
Bachelor’s Degree in Maritime Studies, Law, Public Policy, or a related field is required.
Certified Maritime Policy Specialist (CMPS) is preferred.
Strong leadership, strategic thinking, and stakeholder management skills.
Excellent communication and negotiation abilities in both Arabic and English.
