Job description

JOB PURPOSE

The Rail Terminal Manager is to set up and manage the operational and commercial team comprising permanent staff and subcontract staff carrying out day to day rail terminal operations and stakeholder relationships. To include designing and implementing an operation to meet challenging performance and safety targets.

Key Responsibilities:

  1. Lead Khalifa Port Rail Terminal team in developing operational procedures and standards to deliver train terminal services.
  2. Achieve targeted levels of productivity (moves per hour, cost per move).
  3. Ensure safety of all staff through appropriate risk assessment and development of safe working practices. Achieve high levels of personnel engagement and motivation through effective definition of KPIs, setting of personal objectives, and use of appraisal systems.
  4. Achieve target profitability for the Khalifa Port Rail Terminal on a monthly/annual basis.
  5. Ensure appropriate data is captured automatically and analyze the same to identify opportunities to improve processes/systems/service levels, and lower cost per move.
  6. Design and introduce revisions to operational processes, gear, and equipment to improve overall productivity and profitability.
  7. Identify, specify, and introduce system improvements to eliminate manual processes.
  8. Achieve full integration of ToS system with ER and port terminal ToS systems to maximize efficiency of global pooling of equipment, ensure full loading and efficient routing of ITV vehicles, and minimize double handling.
  9. Work closely with ER and port stakeholders.
  10. Work closely with AD Ports Commercial team in securing additional volumes and growing the KPRT business.
  11. Work closely with Fujairah Terminal management team to ensure FT adopts and works to the same standards and procedures and uses the same systems to achieve targeted volumes and service levels.
  12. Prepare and assist in the Rail terminal annual budget.
  13. Prepare and assist in management reports on P&L and operational performance.
  14. Participate in management and strategy meetings as necessary.
  15. Prepare and assist in internal audits.
  16. Timely recruitment and onboarding of requisite staff for TOS UAT and implementation.
  17. Preparation of smooth operations workflow for all related activities.
  18. Ensure compliance with all SOPs and safety practices.
  19. Maintain turnaround time of rail operation as agreed in the SLAs.
  20. Complaint-free stakeholder management.
  21. Zero incidents/accidents.
  22. Tackle and address attrition issues.
  23. Introduce cost control and cost reduction measures.
  24. Ensure zero revenue leakages.
  25. External and internal stakeholder engagement across cross-functional teams.
  26. Multi-year track record of managing/developing intermodal terminals and dry ports.
  27. Knowledge of equipment and gear and using the same to maximize utilization and productivity.
  28. Ability to understand, adapt, and utilize port systems to measure productivity and utilization, propose and implement changes to improve customer service, productivity, and profitability.
  29. Ability to understand the customer and their commercial business model to design operational services that add value for the customer.
  30. Multiple years' experience within port and rail operations.
  31. Based on general operational experience in ports, capacity to contribute to the operational design and performance management of port operations across container, GC dry bulk, and liquid bulk operations.
