Job description

Responsibilities:

  • Development of cost estimates supported by benchmarked data and driven by value engineering and risk management best practice approaches.
  • Ensure that estimates and cost plans are robust and integrated, represent value for money, and are supported by consistent internal and external benchmarking data.
  • Maintain awareness of innovations and market trends to help identify opportunities to reduce life cycle costs and capture knowledge of key component and productivity cost drivers to inform value engineering exercises.
  • Provide challenging cost plans / targets for projects to deliver to, and manage the budgeting, cost management and contingency allowances for the programme and its component projects.
  • Work with project teams to forecast out turn cost for each project, identify opportunities to reduce cost and drive potential value engineered solutions.
  • Manage the impact of inflation and ensure forecasting is aligned with recognized tracking indexes.
  • Define, communicate and obtain all the necessary cost information from contractors and suppliers for each contract within the programme.
  • Ensure costs are monitored and reported timely and accurately in accordance with the Abu Dhabi Ports process, ensure cash flow forecasts are aligned to programme and scope.
  • Ensure good explanations can be supplied to support any variances in planned versus actual costs in each month’s report and identify resultant actions for the following month.
  • Trigger cost specific investigations to interrogate inaccurate cost profiles and implement corrective actions.
  • Provide cost assurance / governance through the Stage Gate process and ensure work is instructed in compliance with Abu Dhabi Ports’ policies and procedures.
  • Provide constructive but determined challenge to proposed change and own the impact of the budget and forecast change to the programme and its component projects.
  • Work with the Division Heads to improve programme strategy, project methodology integrated Project Controls, and performance measurement and analysis.
  • Lead and motivate a team of Cost Engineers and Senior Cost Engineers, ensure they have the required core competencies in the use of estimating techniques, understanding and training in procedures, that there is effective communication and co-ordination between the team and the programme and its component projects.
  • To build effective relationships with contractors and suppliers cost estimators and cost managers in order to ensure that effective cost and estimating information is collated, structured and presented in an appropriate manner.
  • To provide effective recommendations in improving the process, procedures & deliverables related to all cost engineering.
