Job Description

The Manager of Airport Emergency Services (AES) is responsible for leading and managing the Airport Emergency Services to ensure operational readiness, regulatory compliance, and incident response capability. The role includes overseeing the Rescue and Firefighting Service (RFFS), managing financial planning, resource allocation, staff development, and emergency preparedness. The Manager is responsible for setting the strategic direction of the department, ensuring compliance with regulations, and fostering continuous improvement. They play a critical role in safeguarding the airport, passengers, and staff through robust emergency plans and effective incident command.

Responsibilities

  • Strategic Leadership and Direction: Contribute to the development and implementation of the AES strategic plan, aligning with airport-wide objectives and meeting regulatory and operational requirements.
  • Incident Command and Oversight: Take overall responsibility for major incident command and control, ensuring effective response, coordination, and leadership.
  • Regulatory Compliance and Governance: Ensure compliance with GCAA, ICAO, and Health and Safety regulations, keeping up-to-date with regulatory changes.
  • Financial Management: Develop and manage the AES budget, allocating resources efficiently and implementing cost-saving initiatives while maintaining service quality.
  • Operational Readiness: Oversee the development of operational procedures, training programs, and competency frameworks for RFFS preparedness.
  • Emergency Planning and Resilience: Assist with airport emergency planning, participate in resilience forums, and oversee large-scale emergency exercises.
  • Stakeholder Engagement: Act as a liaison with emergency services, local authorities, regulatory bodies, and internal departments.
  • Risk Management and Safety Culture: Drive risk management efforts, promoting a proactive safety culture within AES.
  • People Leadership and Development: Lead and motivate the AES team, ensuring succession planning, professional development, and a positive working environment.
  • Training and Competency Programs: Collaborate with the AES Training Team to develop training programs for personnel, ensuring compliance and continuous development.
  • Audit and Quality Assurance: Oversee internal and external audits to monitor performance, training standards, and compliance, leading corrective actions where necessary.
  • Operational Projects: Manage projects to enhance AES capabilities, such as equipment procurement and infrastructure improvements.
  • Crisis Management and Business Continuity: Lead AES efforts in crisis management and business continuity planning.
  • Environmental Responsibility: Ensure AES operations align with the airport's environmental policies and sustainability initiatives.
  • Health and Fitness Standards: Ensure all AES personnel maintain required medical and fitness levels in line with regulations.
  • Incident Investigations and Reporting: Lead investigations into significant incidents, ensuring thorough analysis and implementation of lessons learned.
  • Liaison with Senior Leadership: Advise senior leadership on matters related to emergency services and crisis management.
  • Policy and Procedure Development: Oversee the creation and maintenance of AES policies and procedures in line with best practices and regulatory requirements.
  • Representation and Advocacy: Represent the airport at industry events, advocating for advancements in airport emergency services.
  • Safety: Adhere to and support the company's Safety Management System (SMS), promote safety, and participate in safety training and governance meetings.
  • Environmental: Minimize environmental impact and ensure compliance with sustainability goals.

Requirements and Skills

  • Ability to develop and lead high-performing teams in demanding environments.
  • Excellent communication and interpersonal skills.
  • Proficiency in emergency management software and fire service technology.
  • Strong analytical, problem-solving, planning, and organizational skills.
  • Physical and medical fitness to meet role demands.

Education and Qualifications

  • Bachelor's degree in Fire Science, Emergency Management, or related field.
  • Certifications in Fire Service Management, Incident Command Systems, and Hazardous Materials Management.

Experience

  • A minimum of 7 years of relevant experience, with at least 3 years in a management position.
  • Extensive experience in fire and rescue services, especially in aviation or other high-risk environments.
