Job Title: Legal Counsel
Sector: Office Of Undersecretary
Department: Legal & Government Affairs

Role purpose:
Assist in providing legal advice to management, set internal governance policies and manage the impact of external factors. Deal with complex, significant matters that cut across legal areas including interpretations of laws and legislations to guide the Senior Management and stakeholders to navigate the DCT safely around areas of legal risk by identifying and mitigating risk.

Key responsibilities:

  1. Legal Framework and Legislations:
    Contribute in the establishment of framework, standards, operating procedures and manuals to guide the long-term effectiveness of the Legal Department.
  2. Analyze of pan-organizational operating policies, processes and procedures and establish adequate controls to minimize the legal risk from a corporate transactions perspective such as recruitment process, procurement process and other activities.
  3. Support in implementing the defined operating framework including policies and procedures and quality standards for the Legal Department.
  4. Assist in reviewing on a continuing basis all relevant laws and regulations, summarize and communicate them and provide awareness and education support to ensure full understanding and compliance by DCT staff.
  5. Represent DCT from a legal perspective in all external matters including governmental and regulatory authorities, presentations and related documents. Develop and maintain relationships with regulatory authorities.
  1. Legal Compliance and Governance:
    Implement clear legal compliance policies in collaboration with relevant sectors and departments and keep the sectors and departments abreast with the Legal compliance aspect.
  2. Support in the creation of long-term compliance strategies and establishes compliance-related standards and procedures that support legal and operational compliance with all laws, regulations, policies and procedures.
  3. Assist in reviewing compliance programs currently active in DCT and implements appropriate interventions/steps to improve their effectiveness.
  4. Investigate potential internal violations in coordination with Internal Audit department wherever necessary to protect the interest of DCT.
  5. Ensure legal compliance with local, federal and international laws, rules and regulations relevant to DCT and all aspects of its business activities, policies, and regulations.
  1. Shared Activity Strategic Contribution:
    Ensure effective cascading of the functional strategy into section business plans to ensure vertical alignment and horizontal integration with other interfacing sectional strategies.
  2. Budgeting and Financial Planning:
    Manage the preparation and recommend the section budget and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.
  3. Policies, Systems, Processes & Procedures:
    Manage and ensure effective implementation of functional policies, procedures and controls covering all areas of assigned section activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
  4. Continuous Improvement:
    Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
  5. Reporting:
    Ensure that all section reports are prepared timely and accurately and meet DCT requirements, policies and quality standards.

Qualifications & Experience:
• Bachelor’s degree (Master Preferred) in Law or any other degree within relevant industry.
• Professional certification in law is preferred.
• 5 to 7 years of experience in Legislation and Government law practice with at least 3 years of experience in a managerial position or any other experience within a similar role or industry.

• Language:
• Full professional English proficiency both in speaking and writing
• Arabic bilingual desirable but not mandatory
• Skilled in MS Office (PowerPoint, Word and Excel)
• Knowledge and functional understanding of the tourism industry, regionally and globally
• High level of competency in relevant software applications
• Self-motivated with a proven ability to complete work in a timely manner
• Ability to quickly integrate with existing business software tools and knowledge of other relevant industry software
• Excellent written and verbal communication skills - including appropriate stakeholder alignment
• Evidence of creating, implementing, and managing policies and procedures
• Ability to multi-task and to prioritize work effectively
• Extensive knowledge of the principles, practices and techniques of Legislation and Government law techniques.
