Job Purpose

Nominated by Air Arabia, the Lead Regulatory Affairs shall monitor and verify all activities in the areas of Flight Operations, Ground Operations, Flight Training, and Engineering Maintenance ensuring all are being carried under the supervision of the relevant “Nominated Post Holder” in compliance with Air Arabia policies and Regulatory Bodies’ requirements and adopted standard.

Key Result Responsibilities

  1. Assists line manager to ensure compliance with all applicable operational regulatory requirements across Air Arabia Group.
  2. Partners with Stakeholders to facilitate and support the deployment of the QSS related policy across the hubs, this includes systems, investigation process, regulatory compliance and operation readiness process. Identifies deviations and creates action plans to harmonize.
  3. Monitors and advises on all new regulations and subsequently guides on preparation of new policies and modification of existing procedures to ensure operational compliance.
  4. Coordinates and follows up with all hubs on all IOSA matters as applicable.
  5. Keeps abreast with local & international legislation, regulations, guidelines, and practices related to aviation industry.
  6. Advises as assigned by his line manager on projects, changes in operation & maintenance procedures, processes, and introduction of new facilities.
  7. Conducts necessary assessments for the SMS to identify hazards and risks and evaluate the overall status. Sets preventive measures, decides on corrective measures and improvements, and ensures actions are taken timely.
  8. Follow up on all related findings closure with adequate CAPA.
  9. Ensures that safety manuals, risk registers and documentation are continuously and timely reviewed and updated in accordance with the departmental Procedures.
  10. Ensures that established operations, policies, procedures and internal rules and regulations are met under the supervision of the relevant “Nominated Post Holder” and are in compliance and accordance with:
  • Conditions and Restrictions of the AOC & OPS SPECS.
  • Applicable Regulatory Requirements
  • All relevant Authority Regulations and additional standards set by Air Arabia.
  • Monitors the annual audit and inspections plan; identifies non-conformities, problems or deficiencies and proposes corrective measures and alternative solutions. Monitors and assures that corrective actions are timely taken and effective by the responsible line manager.
  • Advises the line manager on Quality, Security and Safety related matters and supports needed information and independent assessment of audits and inspections results as well as correction loops on a regular standard basis. Participates in the formal Management’s Evaluation of Quality and Safety Review Boards for the effectiveness of both Systems.
  • Participates in the development and implementation of Group Policies & Procedures.
  • Monitors and ensures all identified concerns on Safety and Security are addressed, investigated, and resolved in compliance with Air Arabia’s Safety & Security Programs.
  • Conducts periodical checks for all hubs Safety Management System effectiveness.
  • Ensures all lessons learned in Safety, Quality and Security are shared with all hubs & considered.
  • Monitors the SPI’s & SPM of each Dept in each hub.
  • Participates in the review of Aviation Service Agreements and related Interface Procedures.
  • Monitors SAFA Ratio of each hub and recommends necessary measures if improvement required.
  • Provides direction, coaching and guidance to team members for their career and professional development.
  • Creates a conducive working environment to build and sustain a performance driven, engaged, and committed team.
  • Ensures people management responsibilities are handled effectively in line with company procedures; Manages performance of respective teams through objective setting, continuous support, feedback, and formal reviews to ensure business objectives are met.
  • Performs any additional duties as directed by the line manager.

    Qualifications (Academic, training, languages)

    • Aircraft Maintenance Engineer License and/or a bachelor’s degree in Aircraft Engineering/Aeronautical/Auditing or equivalent.
    • Alternately, a diploma or certificate in the related field and/or ATPL (Airline Transport Pilot License – more than 3000 FH) from a recognized institution combined with needed experience and exposure.

    Work Experience

    • 8+ years of working experience in different disciplines in the aviation/airline industry, with a minimum of 4 years at least leading the “Quality and Safety” or “Compliance” function; low cost airline experience is a plus.
    • Must have completed formal aeronautical maintenance training if it was not his/her major.
    • Certificates related to Auditing, Quality Assurance and/or Compliance such as ICAO, IOSA or ISO – Lead Assessor are highly desirable, and some may be treated as conditional for this role.
    • Project Management certificate or alternately the proven corresponding working experience is nice to have.
    • General knowledge in ICAO ISARPS.
    • In-depth knowledge and experience in airline documentation and records control systems.
    • Aircrafts technical knowledge and relative exposure to aircrafts maintenance is a plus.
    • Employs technical expertise, and interpersonal relations to support company’s objectives.
    • Extensive knowledge in regulatory bodies’ rules and regulations and requirements pertaining to Flight Operations, Ground Operations, Flight Training, and Engineering Maintenance: policies, procedures, manuals, certification, and licensing.
    • Comprehensive knowledge and working exposure to Safety and Security functional requirements and measures in airlines; knowledgeable in internal/external audit practices.
    • Experienced in managing the continuing airworthiness of aircrafts in line with Authorities, Manufacturers, and OEMs standard requirements.
    • Experienced in designing and implementing policies, procedures and manuals as per business needs and in line with applicable regulations and adopted standards.
    • Influential at all levels including internal and external parties; experienced in managing relationships at workplace and managing a diverse team of people (Skills/Experience).
    • Proven skills in analyzing data, identifying pitfalls and recommending corrective measures.
