Job Description

Lead Proposal Engineer

- Lead multi-discipline EPC Bid Proposals.

- Study Tender docs in order to gain a clear overall understanding of the construction method.

- Lead in issuing Subcontract ITBs. Attend Bid Clarifications. Evaluate Bid Tabs with recommendations to include in Resume.

- Review Material Bid Tabs and make recommendations in Tender Resume.

- Liaise with other departments to ensure Tech. & Commercial inputs are issued on time.

- Attend Client Meetings to clarify technical and commercial issues.

- Prepare Cost Estimates on Tender Scope of Work.

- Coordinate with Estimators to finalize manpower, paint, and materials requirements.

- Prepare Tender Resume (cost summary) for review by Tender Committee and finalize.

- Prepare Technical and Commercial Proposals and obtain Management approval in order to submit on time.

- Following award of Contract, issue Handover Documents.

- Interact with Client for reviewing and signing of final Contract Agreement.

- Supervise, guide & appraise staff.

- Ensure compliance in accordance with HSE Standard / Quality Standards.

Skills Required

1. Degree in Engineering, preferably Mechanical, Electrical & Instrumentation or Civil.
2. 10 years Experience in the Proposal / Estimation function in Oil & Gas Sector. Project Management experience will be an advantage.
3. Sound multidiscipline technical knowledge.
4. Well developed planning and organizational skills.
5. Good negotiating and influencing skills.
6. Good Analytical skills and Time management awareness.
7. Good presentation skills.
8. Strong commercial awareness.
9. Integrity, dedication, and loyalty.
10. Good Computer skills.
11. Good communication skills (written and spoken English) with report-writing skills.
