Purpose of the job:
The role of the Lead DCS Engineer is to support the Engineering Manager to ensure the assets remain safe in operation, commercially viable and capable of delivering the requirements of the relevant project documents such as the PWPA, Transmission Codes, Environmental license and the appropriate O&M Manuals.
The lead DCS and I&C Engineer shall be responsible for the management of the Plant OT cybersecurity to ensure compliance with all internal and national standards.
Scope of the job:
The DCS and I&C Engineer will be accountable for the lifetime management and integrity of the plant distributed and integrated control systems that operates and controls major components of the power and water plant.
They will be required to support development and implement local DCS procedures, which allow compliance with Operator developed directives and guidance on Engineering, taking into account manufacturers recommendations and good engineering practice and compliance with a Quality Assurance program.
Accountabilities:
- Health, Safety, Environmental & Quality Management:
- Health, Safety and Environmental aspects of the business are considered in commercial business decisions;
- The integrity of the asset is not compromised on the basis of cost;
- Engineering Risk Management processes are implemented;
- Engineering and quality standards are established and maintained;
- Adoption of safe methods of work and safe operational practices by O&M Staff;
Governance:
- Compliance with all relevant applicable laws, Directives and project documents;
- Compliance with the appropriate corporate Policies and Procedures;
- Compliance with corporate internal controls;
- Compliance with International, national and company Cybersecurity policy, procedures and standards;
Human Resources:
- Transfer, recruitment, training and development of the O&M staff;
- Performs the role of Subject Matter Expert in specialized areas of the plant and delivers training to staff when necessary.
- Strongly supports development of Emiratis within O&M;
- Staff are trained and competent and are developed professionally in accordance with procedure;
- Takes a lead role in implementing performance management processes by setting objectives and targets for the individuals and performing periodical reviews. Provide support to individual’s in achieving the set targets whenever necessary.
- Ensure staff are well informed and actively engaged in Site, Regional and Corporate initiatives.
- The organization and motivation of the workforce;
- Leads implementation of the plant’s Training and Qualification Program;
Engineering:
- Work planning and prioritization;
- Management of DCS maintenance / outage contracts and contractors;
- Liaise with Maintenance to identify and implement plant improvements;
- Risk assesses the degrading effects of plant operations on DSC remnant life and general integrity of the system;
- Develops and implements local DCS procedures to effectively manage the Engineering Risks and ensures compliance with Corporate Technical Procedures;
- Develops and implements written schemes of DCS inspection to periodically assess the condition of the system (Control of Turbines, Boilers, and Distillers etc.)
- Develops and implements written schemes for OT Cybersecurity Management, such scheme should adhere to all international and national standards.
- Supports development of long term outage plans and manages annual outages, including:
- Development of outage plans for the foreseeable remnant life of the DCS operating systems;
- Supports preparation for outages in terms of securing the necessary budgetary funding approval, procurement of spares, manpower, technical expertise and preparation of technical specifications to allow completion of the tendering process;
- Ensures that all the required activities are completed on time prior to the due date of the outages;
- Plays a key role managing outages safely, on time and to budget to achieve the desired objectives;
- Ensures lessons learnt are recorded, incorporated into future plans and that a full record of as found and final status is maintained.
- Implements a program of plant condition monitoring to determine the current condition and effectiveness of the DCS Operating System;
- Works with the Maintenance Department to optimize DCS maintenance requirements over the lifetime of the plant;
- Plays a key role investigating the root cause of singular and repeat failures of the system and implements reliability improvements;
- Management of Incident Reports and RCA registers to ensure corrective actions assigned to department as being properly managed;
- Management of OT cybersecurity audit finding (internal and external) to ensure the correct management and close out of audit findings;
- Implements a test program to routinely check the safety integrity of the DCS Operating System;
- Ensures plant modifications under their control are managed and controlled in compliance with Corporate Technical Guidance;
Finance:
- Inputs into the Business Planning process;
- Provides a supporting role to develop, monitor and report Engineering budgets;
- Appraises electrical maintenance contracts and contractor performance.

Dimensions of job:
- The jobholder operates under the general guidance of the Engineering Manager on issues related to plant integrity team management.
- The jobholder is free to plan and manage own areas of activity within policy/procedural boundary limits.
- Any extraordinary issues arising outside of set policies and procedures are referred to the Engineering Manager and leadership for discussion and approval of recommended actions.
Key relationships:
- Daily communications regarding plant maintenance and people issues with the Maintenance Manager, Engineers and Team.
- Daily co-ordination and cooperation with the Operations and Maintenance teams and external parties for plant operation, planning and forecasting purposes.
- Regular communications with the maintenance team regarding Health Safety and Environmental performance, maintenance strategy, technical problems, issues and individual’s development needs.

Knowledge and skills:
- Good DCS engineering background and practical knowledge of how it applies to lifetime management of the DSC operating systems responsible to operate and control major power plant components.
- Understanding of DCS maintenance activities associated with defect and planned maintenance programs.
- Good understanding of OT cybersecurity policy, procedures and.
- Capability to perform trouble shooting activities as necessary to determine failure conditions and rectifies defects found.
- Supports development of the short and long term DCS maintenance strategy for the plant and equipment.
- Ensure that the plant meets Safety, Environmental, availability, reliability, efficiency and budgetary targets whilst complying with legal and contractual requirements.
- Support preparation, and monitor the DCS specific engineering budget in line with the overall company budget.
- Strong understanding of Health, Safety and Environment management systems, Safety rules and Quality assurance.
- Ensure a high quality of engineering tasks are completed by the team.

Qualifications:
