Lead Cost Engineer

Job Description

We are constantly growing and are currently looking for one (1) senior, experienced and reliable Lead Cost Engineer to join a top qualified and knowledgeable Project Controls Team in one of newly awarded Oil & Gas projects in United Arab Emirates. What you will need to do:

1. Drafts project-specific Cost Control Procedures.
2. Prepares Cost Breakdown Structure (CBS) in accordance with Company’s guidelines, WBS and Contract’s pricing structure.
3. Prepares initial Project Budget in accordance with the Scope of Work and tender pricing documents.
4. Collects actual costs/expenditures and allocates to the CBS.
5. Calculates the Value of Work Executed (Value of Work Done VOWD).
6. Performs the Earned Value Management (EVM) for both Manhours and Cost.
7. Preparation of monthly Manhours and Cost forecasts for Project Management, Engineering, Construction, Materials and other project resources.
8. Prepare cost estimates for Variations and Claims including Indirect and Direct Costs.
9. Review cost estimates of Subcontractors for claims and variations.
10. Monitors project actual costs, determine and analyses cost variances and develop cost trends and projections using and presenting the Budgeted Cost for Work Scheduled, Budgeted Cost for Work Performed, Actual Cost for Work Scheduled, Actual Cost for Work Performed and Cost Performance Index.
11. Prepares cost reports.
12. Maintains records of actual cost elements (materials, equipment, manpower etc.) to use in the Project Close-Out Report and to provide feedback to tendering department.
13. Liaises with project different sections in cost allocation, accounting and control matters.
14. Participates in preparing the Project Close-Out Report and Lessons Learnt.
15. Prepares regular billing to the Client, provide necessary supporting documents and communicates with the Client for certification and payment.
16. Reviews Subcontractors invoices along with supporting documents.
17. Performs any other related duties as assigned.
18. Participates in periodic site meetings to elaborate the project cost reports. In addition, to record any suggested changes and/or deviations from the plan and to advice of its effect on the overall budget.
19. Performs any other related duties as assigned.

What you will need to have:

1. University degree in Engineering.
2. Minimum 10 years relevant experience including 5 years’ experience in construction industry at similar level.
3. Experience in EPC Projects above US$ 100M with direct involvement in Engineering, Procurement and Construction is essential.
4. Previous employment with leading EPC contractors is highly preferable.
5. Experience in Oil & Gas projects is preferrable.
6. Capability to perform under stressful situations.
7. Engineering, procurement, construction, pre-commissioning and commissioning awareness.
8. Fluency in the English language.
