Lead Commissioning Engineer

Job Responsibilities

• Assists the Commissioning Team in supervising the EPC Contractor in the execution of commissioning and startup activities for the respective discipline.
• Monitors the area completion program.
• Ensures a safe and timely completion of commissioning and startup activities.
• Ensures the development, execution, and completion of the Operations Training Program.
• Assists the Lead SU Engineer in developing schedules for the preparation of:

1. Operations Manuals
2. Training requirements and schedule
3. Training material for operations and plant availability
4. Development of pre-commissioning, commissioning, and startup procedures
5. Standard Operating Procedures
6. Any other relevant documentation required to ensure safe and proper pre-commissioning/commissioning and startup of the Wet End area.

• Monitors and safeguards that the project commissioning and startup activities are executed in accordance with the company’s procedures.
• Advises of concerns and corrective actions implemented and closeout to the satisfaction of the company throughout the duration of the project activities.
• Assists in facilitating the handover of the facilities from the EPC Contractor to the Owner/Operator.
• Actively participates in the EPC Contractor’s HSE processes of commissioning and startup hazard identification, including risk analysis, mitigation, and the development of appropriate commissioning and startup methodologies for his area.
• Participates in developing the commissioning and startup schedules during the EPC work.
• Attends internal/external project reviews and other meetings as necessary.
• Develops and produces commissioning/startup and safety inputs/reports as required.
• Develops spare part requirements for pre-commissioning/commissioning purposes in his area.
• Assesses the necessity for vendor training and assists in the development of the vendor training plan for all PMT/Operation/Maintenance personnel with the EPC Contractor training coordinator for his area.
• Assists in the development and execution of the overall training plan, contributing to the company requirement that both company and EPC Contractor complete the operations training program.
• Participates in detailed operator training where needed. Monitors and assesses the effectiveness of the training while identifying potential weaknesses and proposing ways to overcome them.
• Attends internal progress, commissioning, and startup meetings as required with the EPC Contractor.
• Contributes to the continuous risk analysis of the commissioning and startup works under the guidance and support of the commissioning manager.
• Reviews and advises on specific pre-commissioning and commissioning documents related to his area. Advises in assigning respective review codes, follows up on other disciplines involved in the document review to ensure timely release of the review cycle, and verifies the contractor’s resolution of all comments.
• Proactively follows up with national trainees in the unit and ensures their personal and technical knowledge development to the best interest of the individual and the company. Follows up on the career plan and motivates the nationals in positions to ensure a high contribution.
