HSEW Manager

Job Description

AtkinsRéalis are looking for a HSEW Manager in Abu Dhabi, UAE. The HSE role will cover projects such as infrastructure and mixed use buildings from enabling works to completion. This will include sports related, hospitality, some residential, marine works, dredging and reclamation.

Qualification & Certification:

1. 15+ years of relevant experience
2. Minimum HSE qualifications with NEBOSH Diploma/IGC
3. Bachelor's degree in relevant discipline (Civil or Mechanical Engineering)
4. Lead auditor course (ISO45001 and ISO14001)
5. OSHAD / ADOSH certification
6. Professional membership from IIRSM/IOSH is preferred
7. Candidates based in Abu Dhabi are preferred
8. Must have prior UAE experience in a similar role

Responsibilities

1. Adhere to and implement AtkinsRéalis internal HSE management system requirements and procedures for AtkinsRéalis PMC team.
2. Adhere to project HSE requirements and implement this to AtkinsRéalis team.
3. Monitor the compliance of all WSA staff with the applicable safety standards and company's procedures and bring to the attention of the Project Manager any safety violations by WSA site team for their further action.
4. Monitor, assess and report on Contractor and Sub Contractors HSE compliance with the project HSE requirements as per the Contract and HSE legislation / best practice.
5. Immediately bring to the attention of the AtkinsRéalis PM the critical and outstanding safety issues for their further actions.
6. Conduct and co-ordinate regular safety training for WSA staff.
7. Carry out daily site HSE tours with Contractor HSE staff and highlight findings.
8. Issue Safety Enforcement Notices (SEN) as per applicable AtkinsRéalis SEN procedure.
9. Follow up with the Contractor on outstanding HSE issues, including SEN's and ensuring prompt closure with adequate evidence of compliance.
10. Review and comment of the Contractors HSE Plans. Advise the Contractor to update the site safety plan when necessary.
11. Review and comment on Contractors risk assessments and work method statements.
12. Develop and update AtkinsRéalis HSE documents (the Safety File), e.g. HSE Plan, HSE specific site risk assessment, office risk assessment, office fire risk assessment, etc.
13. Conduct accident and incident investigations for AtkinsRéalis staff.
14. Compile accident report and incident statistics.
15. Chair weekly safety meetings where required with the Contractor and other parties as necessary. Issue MOM on time (within 48 hours). Report any outstanding and critical safety issues or lack of action by the Contractor in the weekly progress meetings.
16. Prepare and maintain AtkinsRéalis HSE registers, e.g. training, induction, SEN, inspection reports, accident/Incident, and others as required.
17. Report any accident on site immediately to AtkinsRéalis UAE Health and Safety Manager and Line Manager.
18. Communicate, coordinate and seek any advice from AtkinsRéalis UAE Health and Safety Manager as required.
19. On major issues, prior to issuing Safety Enforcement Notices - Prohibition Notice - seek advice from AtkinsRéalis UAE Health and Safety Manager.
20. Monitor the Contractor's compliance with UAE Health, Safety, Security and Environmental (HSSE) legislation and Contractors HSE Plan and report and follow up any breaches.
21. Liaise with the Employer, Contractors and the Site Supervision Team and report status of safety issues.
22. Liaise with contractors' Project Managers, Construction Managers and Safety Managers to improve safety provisions.
23. Prepare regular weekly, monthly and other reports as required on safety matters for issue to the Employer and Project Manager.
24. Ensure that relevant safety measures have been put in place for AtkinsRéalis Engineers & Inspectors and provide training as and when required.
25. Co-ordinate safety-related activities for AtkinsRéalis team and mentor regularly.
26. Carry out inductions for AtkinsRéalis site staff.
27. General HSSE advice as required.
