To support the Company’s operation in accordance with the highest quality standards in international ship-management, while implementing QHSE and environmental processes across assigned vessels and proceeding to corrective measures in cases of deviations to enhance operational excellence. To perform visits to vessels to identify their compliance with QHSE processes, procedures, and standards. To supervise the QHSE staff in support of the QHSE Manager.
Key Accountabilities:
Third Party Vessel Inspection Management:
Set up third party inspections and provide pre-vetting support to Masters where required.
Oil major inspection deficiencies analysis, identification of root cause, corrective & preventive actions, and submit response to oil major for eventual close out of the inspection process.
OCIMF & CDI changes analysed and areas for change(s) in SMS identified and acted upon.
Periodical analysis of third party inspection performance.
Ship Visits:
Provide pre-vetting support to Master to prepare for inspection/audit.
Implement the International Safety Management (ISM) Code on new vessels joining Mideast fleet.
Join ships for short sea passages as directed by the QHSE Manager in order to conduct inspections and audits (such as, inter alia, Safety Inspection, Navigation Audit, ISM & ISO Audit, ISPS Audit).
Incident Investigations:
Participate in the investigation of accidents/incidents which fall in categories requiring investigation to be headed by QHSE.
Assist QHSE Manager in collating all necessary information and in compiling of investigation report.
Audit Management:
Conduct Navigation Audits to ensure safe navigational practices are in place.
Organise external navigation audits.
Review Navigation Audit and Self Assessment reports from Masters to identify/summarize non-conformance and pass on to concerned departments for close out; maintain Nav-Audit database on audit findings for periodic study of trends.
Conduct internal audits (ship and shore-office) as required.
Coordinate and interact with external maritime authorities, auditors and/or any other supervisory bodies, providing all the required information to support the effective and objective execution of external audits.
Assist in closure of all audit processes.
Ship-Shore Drills:
Active participant in drills and, where required, organize drill procedures to ensure familiarity with role.
Build scenarios every quarter, in consultation with Master, for the purpose of ship-shore drills to ensure contingency teams are fully familiar with their roles.
Desired Candidate Profile
Qualifications and Experience:
B.Sc. in Marine or Naval Engineering/ Master / Chief Engineer’s Certificate
Class 1 Certificate for Deck or Engine
Minimum ten years experience at sea
Must have sailed as a Master or Chief Engineer for at least 2 years on chemical tankers
Occupied position of Safety Superintendent for at least 2 years
Thorough knowledge of ISM Code, ISO 14001:2004 and ISO 9001:2008
Successful completion of Internal Auditor’s Course
Sailing Experience (Preferred) on Chemical tankers, oil tankers, and LNG vessels
