JOB PURPOSE

The role holder will act as the HSE Superintendent on site during construction, commissioning, and startup phase of the project.

Job Specific Accountabilities

  1. Ensures compliance by all stakeholders with HSE requirements, ADNOC HSE Standards, and all relevant legislation and statutory requirements, including laws, rules, and regulations of the governments of the Emirate of Abu Dhabi and the U.A.E.
  2. Prepares weekly and monthly site HSE reports, including lagging and leading indicators for the package.
  3. Coordinates and facilitates working relationships with contractors and consultants in the execution of their contracts related to HSE activities.
  4. Advises and manages contractors' site HSE personnel in carrying out the HSE critical tasks at site.
  5. Conducts and participates in critical meetings in terms of HSE as per the project HSE meeting schedule.
  6. Responsible for all documentation in relation to HSE and is required to keep all documentation and safety manuals up to date and distribute appropriately within the site and organization.
  7. Assists and cooperates with Package HSE Manager in pertinent matters related to HSE on site.
  8. Assists Package HSE Manager in preparing procedures for the project HSE program.
  9. Ensures all personnel working in the project are trained in HSE induction and other training programs in line with the project training calendar.
  10. Ensures the emergency response plan of the project is properly implemented in terms of training, competency, drills, and updates based on recommendations arising from drills.
  11. Ensures the project Permit to Work system is properly implemented at site and audits as per plan.
  12. Participates in HSE inspections, camp audits, and project HSE audits.
  13. Performs regular site and other working premises visits along with IPMT team members.
  14. Ensures contractors are focused on safe and effective execution of projects and holds them to account in respect of HSE performance plans and actual delivery.
  15. Participates in any other project mandatory trainings, workshops, and meetings as required.
  16. Conducts investigations as per the project and ADNOC HSE standards requirements.
  17. Ensures the contractors compliance to the project welfare requirements.
  18. Ensures the implementation of the project HSE plan in the project.
  19. Participates in bi-annual HSE performance reviews of the contractor in line with ADNOC HSE standards.
  20. Participates in incident investigations as required.
  21. Advises on HSE campaign design and implementation.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS

  1. Bachelor Degree preferably in Engineering or Science from a reputed university.
  2. NEBOSH GC/IGC, Diploma in Safety /HSE, or any other HSE certifications.
  3. Lead auditor ISO 14001 or OHSAS 18001 or equivalent.
  4. Fluent in spoken and written English.
  5. Desired Training Courses: Behavioural Safety, Incident Investigation, Root Cause Analyses.
  6. Working knowledge of MS Office and applications.

Minimum Experience & Knowledge & Skills

  1. Experience in a senior HSE position with remarkable experience in petrochemical industries.
  2. Knowledge of Technical and Construction HSE fundamentals.
  3. Professional Certifications.
  4. Internationally recognised Health and Safety qualifications (NEBOSH, IOSH, ISO 45001, Internal Auditor certifications).

TECHNICAL COMPETENCIES

  1. Hands-on experience in HSE Management Systems, HSE assurance, Aspect & Impact Studies, and Project Management.

BEHAVIOURAL COMPETENCIES

  1. Team player, respectful, collaborative, hardworking, punctual with high ethical standards.
