HSE Officer-Facilities Management-Abu Dhabi UAE

REPORTS TO Regional HSE Manager

The HSE officer reports to the Regional HSE Manager and has the following objectives:

1. Develop and Implement HSE management plan for the Client in accordance to regional and group policies procedures and guidelines with the support of the Regional HSE Manager.
2. Manage HSE training program for the Client.
3. Collect, Monitor and Measure key performance indicators (KPIs) with periodic reporting.
4. Manage HSE incidents and lead investigations and reporting of HSE accidents.
5. Support ESG initiatives and provide guidance to environmental related subjects.

The roles & responsibilities of the HSE supervisor are to:

1. Implement HSE management plan and monitor frequently by regular inspections, audits, and visits then reporting to the relevant parties the findings and developing action plans.
2. Complete legal compliance audit and other requirements to ensure compliance of the Client premises and projects in the region. Set up and update compliance registers.
3. Analyse risks & impacts and deliver the risk assessment & the environmental assessment.
4. Monitor and Maintain the HSE action plan.
5. Prepare the Emergency Response Plans (procedure first aiders, fire wardens, evacuation drills, medical drills, etc.).
6. Define, collect and analyse operational indicators to assess results and to suggest improvements if necessary.
7. Collect and follow up HSE events (accidents, incidents, etc.). Investigate accidents where necessary and report the findings.
8. Prepare the yearly HSE internal audit program. Perform HSE audits & inspections.
9. Prepare and conduct the yearly HSE management review.
10. Prepare the HSE memos and design the HSE framework (resources, budget, training, equipment, documents) for all bids in the region.
11. Support the Management and project leaders with HSE expertise in case of crisis (pandemic, etc.).
12. Support the HSE Committees in the region with HSE expertise.
13. Coordinate with the Security, Real Estate, Facility Management and Security departments.

Qualifications:

1. Bachelor's degree as a minimum in science related to occupational health safety or equivalent from a reputable university.
2. NEBOSH IGC Occupational Health & Safety Certificate (preferred).
3. Internal/Lead Auditor Certificate (preferred).
4. Fluent in written and spoken English is a must; other languages such as Arabic/French are desirable (English TOEIC 785 B2 Level or equivalent).
5. Proficient in Microsoft Pack Office.
6. Valid Driving License.
7. First Aider Certificate and Fire Warden added value.

WORK EXPERIENCE REQUIREMENTS

1. 5 years experience in workforce.
2. 3 years experience in HSE role.

HSE RESPONSIBILITIES:

2. Maintain an active role in achieving the objectives and adhering to the HSE Policy.
3. Comply with local HSE laws and legislation.
4. To use safety equipment (including PPE) as required and intended.
5. Lead by example and actively encourage departments to look at ways to conserve water & energy, minimize the generation of waste and encourage recycling.
6. Everyone has the right to stop work if they believe that their activities may affect their health and safety or that of others. In this circumstance, such conditions must be reported immediately to their line manager and the HSE department.
