Will be responsible for supporting and guiding the protective security implementation team in safety compliance during EPC phase.
Review HSE plans and supporting documents.
Review and finalize Method Statements and Risk Analysis.
Coordinate with Transco HSE and obtain endorsements/approvals as needed.
Review and evaluate the proper selection of Contractor's HSE team including Competent Persons.
Ensure safe practices are adhered to in site construction.
Prepare safety reports and bulletins.
Assist in the investigation of safety incidents and ensure organizing and implementation of safety audits and recommendations.
During the Tendering phase, assist in HSE evaluation of Bidders in accordance with TRANSCO/TAQA requirements.
Review Bidders proposed HSE Plan and documents and required compliances to TRANSCO mandatory requirements.
Qualifications:
Education: at least a University degree (where a university degree has been awarded on completion of at least four years of study in a university or equivalent institution) in a field relevant to this assignment (e.g., Mechanical/Electrical/Civil/Process Engineering).
Good technical knowledge and experience of HSE tools, Risk Assessment, Permit to Work System, First Aid and Fire Fighting, Occupational Safety, Health Hazards, Work hazards, control measures, and standards. Fully conversant with international safety regulations, HSE design guidelines, and emergency procedures.
NEBOSH International/National general certificate.
Experience in HSE assessment and qualification of Contractors/Sub-Contractors.
Excellent communication, coordination, organizational, teamwork, and reporting skills.
