The HSE Engineer / HSE Officer is responsible for ensuring that all construction activities comply with health, safety, and environmental regulations. This role involves developing and implementing HSE policies, conducting regular site inspections, performing risk assessments, and providing technical guidance to ensure a safe working environment for all personnel on construction sites.
Key Responsibilities:
HSE Policy Development & Implementation: Develop, implement, and maintain comprehensive HSE policies, procedures, and programs that comply with local, regional, and international regulations (e.g., OSHA, ISO 45001, and ISO 14001). Ensure that HSE practices are integrated into all stages of the construction process.
Risk Assessment & Safety Audits: Conduct regular risk assessments and safety audits on construction sites. Identify potential hazards and implement preventive measures. Monitor compliance with safety protocols and enforce the use of appropriate personal protective equipment (PPE).
Incident Investigation & Reporting: Investigate accidents, incidents, and near-misses to identify root causes and recommend corrective actions. Prepare detailed reports and maintain accurate records of all HSE incidents and inspections.
Training & Awareness: Organize and deliver safety training sessions, toolbox talks, and emergency response drills for site personnel. Ensure that all employees are aware of HSE policies and procedures.
Compliance & Documentation: Ensure that construction activities comply with applicable HSE laws, regulations, and standards. Maintain up-to-date documentation on safety practices, inspections, risk assessments, and compliance records.
Stakeholder Coordination: Collaborate with project managers, contractors, and regulatory agencies to address HSE issues. Provide technical advice and support to project teams regarding health, safety, and environmental matters.
Emergency Preparedness: Develop and update emergency response plans. Coordinate with local emergency services to ensure readiness for any potential crisis.
Qualifications & Skills:
Education: Bachelors degree in Occupational Health & Safety, Environmental Science, Civil Engineering, or a related field.
Certifications: Relevant HSE certifications such as NEBOSH, IOSH Managing Safely, OSHA, or equivalent are required.
Experience: Minimum of 5-8 years of experience in an HSE role within the construction industry, with proven expertise in managing site safety and regulatory compliance.
