JOB PURPOSE

To develop and implement IT strategies, policies and procedures to support and achieve future operational and strategic goals, providing robust and efficient systems to give the staff and customers the most effective and appropriate services.

Key Responsibilities

Core Responsibilities

STRATEGIC

1. Participate in the strategy formulation exercise to outline how Information Technology can be aligned to the objectives and strategy.
2. Lead the development of Key Performance Indicators (KPIs) for the Information Technology function.
3. Review the budget requirements of the overall Information Technology function and participate in the development of the budget.
4. Ensure the development and implementation of the Information Technology policies, procedures, standards, and guidelines, and address instances of non-adherence.
5. Manage third-party agreements related to IT functionality and participate in regular reviews of contracts and proposals.

OPERATIONAL

IT Governance

1. Oversee the status of IT projects during all phases (analysis, implementation, test, roll-out) for large projects and review project status reports.
2. Oversee the development of project plans and the relevant communication plans.
3. Ensure the implementation of project management best practices as governed by PMO based project management framework including its process definition, templates, and tools.

IT Operations

1. Direct IT infrastructure, in terms of databases and provisions for data centers, provision of network devices and protocol standards.
2. Monitor and review services to meet Service Level Agreements.
3. Ensure prompt maintenance of hardware or software and sufficient systems capacity to prevent delays in operations.
4. Review and approve the design and finalization of technical plans (system design, platforms, and integration).
5. Ensure infrastructure capacity meets existing and future requirements.
6. Stay updated with new technologies by analyzing business needs and recommending hardware and software upgrades.
7. Make recommendations on products, services, protocols, and standards in support of all infrastructure procurement and development efforts.
8. Ensure ongoing support for issues faced with applications, network, hardware, and connectivity.
9. Lead the development of infrastructure risk analysis and develop strategies for risk mitigation and contingency planning.
10. Oversee the development of contingency planning for disaster recovery in the event of security and technical breaches related to payment systems.
11. Ensure the development of participant interface manuals and other technical standards issued by the individual payment systems.

IT Applications

1. Oversee the development and implementation of IT projects, in terms of testing, user acceptance, and project documentation.
2. Prepare budget estimates (timelines, cost, resources, development, and testing environments) for solution development and deployment activities and ensure that necessary resources are available for each solution development and deployment.
3. Oversee the planning of IT project lifecycle deployment.
4. Review, in conjunction with the respective department heads, the technology requirements to support strategic and operational objectives.
5. Guide and oversee the implementation of appropriate technology solutions to satisfy the needs of and other third parties connected to it for the purposes of payment systems and other systems provided.
6. Ensure that all technology solutions are aligned with industry-leading practices and policies.
7. Manage a Service Level Agreement (SLA) framework for all IT.
