To provide strategic leadership, planning and direction across Lamprell Group of companies related to health, safety, environmental, and security system.
Primary Responsibilities, Authorities & Accountabilities:
- Provide leadership and direction to ensure the thorough and consistent implementation of the HSE Management System.
- Ensure that senior management is appropriately aware of operational HSES matters.
- Assist in the development of policies and procedures.
- Develop and implement appropriate systems, policies and procedures within the Lamprell Group Management System (LGMS) to ensure a healthy and safe working environment.
- Review significant HSES issues, approve recommended actions, and report outcomes to senior management.
- Identify training programmes and opportunities to ensure compliance with company HSES policies and procedures.
- Develop management reporting and communication systems.
- Advise senior management on the development of HSES policies, objectives and KPIs.
- Develop, implement and manage ISO 45001 and ISO 14001 compliant systems.
- Maintain relationships with regulatory authorities and keep updates of legal requirements.
- Manage compliance with local, federal and international regulations and standards with regard to safety and environmental protection.
- Manage risk, including the development of appropriate audit schedules and routines.
- Develop, implement and monitor HSES performance measurement systems.
- Identify and develop systems to capture opportunities for HSES improvement.
- Ensure that all operations personnel (including Lamprell employees, subcontractors, and labour supply personnel) have the appropriate licenses, certificates, and training.
- Manage the health, safety, security and environment budgets.
- Ensure HSES equipment is maintained to Company, regulatory and manufacturer standards.
- Communicate HSES performance expectations, requirements and results to stakeholders.
- Reinforce programme objectives, policies, and regulatory requirements by insisting on performance and behaviour that meet Company standards.
- Implement, establish, and maintain behaviour-based safety programmes.
- Maintain relationships with client personnel and ensure Client alliance meetings are planned and conducted at planned intervals.
- Ensure incidents are investigated and followed up with appropriate corrective actions.
- Ensure required pre-job meetings and regular HSES meetings are held and recorded.
- Review inspection and audit reports and respond to reported deficiencies.
- Manage & implement security & access control processes & measures.
- Ensure compliance to HSES policies and procedures as applicable.
- Ensure compliance with all applicable information security policies & procedures.
- Promote corporate sustainability initiatives to align with international best practices.
Key Performance Indicators:
- Compliance with Lamprell Group Management System (LGMS) and all applicable national, international, and federal requirements along with all Lamprell Group Key Performance Indicators and set approved Objectives & Targets.
- KPI completion in line with targets.
- Adherence to budget allocation for both HSES and other functional areas.
Desired Candidate Profile:
- Specialist technical advice in relation to budget management, data analysis and work planning and execution.
- Solid understanding of the HSES statistical data and reporting.
- Planning and organisational skills.
- Minimum of 15 years’ experience.
- Graduate of any bachelor’s degree or vocational qualifications/environmental certification from a recognized learning institute.
- NEBOSH International General Certificate or higher.
- Lead Auditor, ISO 45001:2018 Occupational H&S Management System.
