Job description

Roles and Responsibilities

The FPD Manager shall be responsible for crew management of Bahri Fleet.

Overall review of crew budget, vendors, and manning agency payments.

Communication with internal and external parties in compliance with the regulatory requirements, company, and customer standards.

Key Accountabilities:

  1. Crew Management
  2. Review the planner prepared by respective crew coordinator, analyze the shortage of particular officers in forward planning, and share requirements with manning agencies.
  3. Shortlist seafarers meeting company criteria for new nominations to fleet group.
  4. Conduct interviews for new hire Cadets for all fleet group vessels.
  5. Guide the FPD coordinators on planning for extraordinary situations, shortage of senior officers, or any vessel not complying with OCIMF matrix.
  6. Monitor crew retention by periodic review of appraisal reports for promotion.
  7. Overall supervision of crew activities, providing guidance for any urgent matters escalated by FPD coordinators.
  8. Maintain and retain a self-sustained seafarers pool.
  9. Attend briefing and debriefing of seafarers, closing out office comments in appraisal reports on PAL.
  10. Review crew feedback on PAL.
  11. Approve crew expense claims.

Communication with External Parties:

  1. Reply to queries from crew manning agencies with respect to contracts, discrepancies with agency payments, and quality of seafarers recruited.
  2. Source ad hoc manning agencies for additional or urgent crew changes at a new port or as per situation. Liaise with contracting specialists and arrange agreements.
  3. Discuss feedback from FPD coordinators on vendors like port agencies, hotels, and travel partners for quality of services rendered during or after crew activities.
  4. Review manning agency KPIs and reports.

Desired Candidate Profile

  1. Review the overall vessel safe manning and complements onboard with respect to approved budget. Advise changes to crew manager or planning and control.
  2. Suggest feasibility and practical implementation while having the budget in control.
  3. Liaise with finance team for any issues or discrepancies in seafarers' wages.
  4. Approval of crew wages in MIPS and PAL system.
  5. Assist ship master in email responses to fleet group, which may require immediate action in case of any crew medical sign off, onboard MLC complaints, or HSEQ related matters. Liaise with marine superintendent for crew-related flag dispensation.
  6. Attend the weekly crew meetings, addressing fleet group's concerns for delayed crew changes or shortage of matrix compliance.
  7. Supervise PAL system periodically to fulfill audit requirements.
  8. Close out any pending non-conformities from HSEQ, TMSA, or external audits.
  9. Visit vessels passing by home port for interaction with ship staff and welfare.
  10. Be on standby to fill in Senior FPD Manager’s absence and take over any pending approvals to be done on PAL and MIPS.
