Financial Operations Director (Emiratization)

Location:

Dubai, United Arab Emirates

Job Brief:

Experience Level: 15+ years in Government/Semi-Government entities, preferably from the Transport Industry.

Job Summary:

The primary responsibility of the Financial Operations Director is to lead the finance operations activities, which are not limited to but may include managing payables, invoicing, receivables, fixed assets, inventory, and payroll within the organization. The role will also ensure compliance with internal policies, procedures, and external financial standards set by relevant governing bodies.

Primary Accountabilities & Functional Responsibilities

  1. Invoicing & Revenue Controlling
    • Drive process standardisation and automation while executing the necessary internal controls.
    • Manage and monitor the billing process and resolve any billing errors timely.
    • Oversee and provide necessary approvals for provisioning and writing off bad debts in line with the accounting standards followed by the company.
    • Perform revenue control, analyze variances vs. budget and sales agreement, and produce KPIs.
    • Review the interface with sales agreement and asset utilization to ensure that there is timely invoicing of the asset operated with the client.
  2. Fixed Assets & Inventory Controlling
    • Develop standard procedures for fixed assets and inventory management, ensuring they align with best industry practices and the company's overall financial reporting standards.
    • Review the depreciation policy and ensure that the assets are capitalized in a timely manner.
    • Review and provide necessary approvals for asset acquisition, transfer, disposal, and sale. Monitor the monthly consumption, scrapping, and sale of obsolete or damaged inventory.
    • Review and provide necessary approvals for annual inventory requirements for vehicles and other assets.
  3. Accounts Payable Management
    • Develop standard payables and general ledger management procedures, ensuring it aligns with best industry practices.
    • Ensure suppliers' payments are processed per contractual commitments made by the company.
    • Ensure that the right payable control mechanisms are functional and in place, including 3-way matching using automated processes.
  4. Payroll Management
    • Monitor monthly payroll calculations and ensure all payments are properly documented for future reference.
    • Manage and provide necessary approvals for salaries, benefits, pension payments, and reimbursement of expenses.
    • Perform EOS analysis and payments.
    • Review accruals for leave salary air travel benefits in line with the company's policies.
  5. Collections
    • Oversee the collection of outstanding receivables and is in line with the target set by the company.
    • Perform debt control, field visits, analytics, management reporting, and provide recommendations.
    • Set targets and ensure the collections are met in line with the target, with a focus on increasing liquidity and increasing free cash flow.
  6. People Management Accountabilities & Responsibilities
    • Develops, monitors, and communicates a continuous talent pipeline for key roles in the division and provides mentoring for high-potential talent of the company.
    • Defines and sets SMART objectives and key performance indicators for direct reports and ensures effective implementation of the performance management process.
    • Develop talent within the team by providing guidance, ongoing feedback, and coaching to achieve the defined goals.

Qualifications

Master's Degree or/and other functional qualifications or/and functional certifications in relevant field
Proficiency in English
Proficiency in using Diverse Transport and Digital Technology Systems

Certifications:

CA / CPA or equivalent

Experience:

15 – 20 years of experience in a relevant field, with hands-on experience in Financial Operations management level for at least 12 years. Bilingual candidates are welcome to join the Emiratization Quota.
