We are currently seeking a Finance Analyst for one of our very well-known government clients, to be based in their Dubai office.

Job Purpose:

The job holder plays a key role in preparation and analysis of the company’s financial accounting and reporting requirements and maintains books of accounts on Oracle Financials with very minimum supervision. In addition, he provides necessary support to the Finance Manager and other departments in maintaining unified controls, governance, and accounting standards relevant to all business issues/concerns.

Responsibilities:

Financial & Management Accounting

  1. Maintain books of accounts and ensure that the monthly accounts are closed and submitted on a timely basis.
  2. Keep continuous track of various key expenditure accounts for descriptive details and analysis.
  3. Produce ad-hoc reports as required by the Management or Departments on various items of revenue/expenditure/capex etc.
  4. Coordinate with Group Financial Services (GFS) on specific transactions of the company.
  5. Maintain books of accounts for joint ventures and associates and ensure that the monthly accounts are closed and submitted on a timely basis.
  6. Prepare GL schedules on a periodical basis.
  7. Review the month-end closing reports of the company and prepare the monthly management reports for reporting to the company's Corporate for controller review.
  8. Analyze the financials and operations of the company and present the data and concern areas in graphics and tabulated form.
  9. Review clarifications, if any, received from Group departments, and make adjustments/rectifications for controller review.

Audit

  1. Deal with various Auditors such as external, internal, and Government auditors to resolve queries raised by such auditors on various financial aspects of the company.

Compliance and Control

  1. Highlight instances of non-conformities to the control framework and potential control issues on day-to-day transactions for resolution.
  2. Assist in ensuring compliance with financial covenants and service level agreements, ensuring that any contractual obligations arising thereon are met.
  3. Responsible for budget monitoring against actual by endorsing all PRs and highlighting overruns.

Treasury Management

  1. Ensure development of routine operations and cash flow for the internal projects/company.
  2. Manage short-term cash flows/fund requirements including overseeing bank accounts and loans to ensure ready availability of adequate funds without maintaining idle funds.

Strategy Planning and Budgeting

  1. Assist in coordinating the Strategy Management Process.
  2. Assist in coordinating the business planning and budgeting process.
  3. Assist in developing the strategic objectives which are required to be incorporated in budgets and plans.
  4. Assist in identifying assumptions specific to the business units.
  5. Participate in discussions with business units on their budgets/plans and incorporate their feedback in the respective budgets.
  6. Assist in preparing communication material, data requests, etc. from various government departments.

Performance Management

  1. Support the development of Business Units BSC agreements.
  2. Provide actual and budgeted data for suggested KPIs for the Leadership team (N-1 and N-2) BSC agreements.
  3. Build and maintain reports based on current performance against plan.
  4. Compute the actual values for the KPIs and enter data in the BI system.
  5. Prepare information and presentation packs as required to update the senior management as part of BSC end-of-the-year reporting.
  6. Work with various internal stakeholders to increase the efficiency and effectiveness of PM processes.

VAT Responsibilities

  1. Prepare and submit VAT returns accurately and timely in accordance with local regulations.
  2. Perform regular reconciliations of VAT accounts to ensure completeness and accuracy.
  3. Ensure compliance with all VAT regulations, including correct application of VAT rates and exemptions.
  4. Assist with VAT audits and liaise with tax authorities as necessary.
  5. Generate and analyze VAT reports to identify potential risks and opportunities for savings.

Corporate Tax Responsibilities

  1. Prepare and file corporate tax returns in a timely manner.
  2. Ensure compliance with all corporate tax regulations and reporting requirements.
  3. Support tax audits and respond to queries from tax authorities.
  4. Prepare tax forecasts and budgets to support financial planning and decision-making.
  5. Maintain accurate and up-to-date tax documentation and records.
