Roles and responsibilities

To ensure that all the operational delivery aspects of an assigned building or geographical operational area are delivered in an effective, efficient and professional manner to the satisfaction of all direct and indirect clients.

Key Accountabilities:

  1. Manage and control the entire service and operational activities/deliveries of an assigned building or geographical operational area under direct responsibility including Mechanical, Electrical, Plumbing, Fire and Civil Engineering, cleaning, security and specialist services in the most effective manner.
  2. Motivate and lead subordinates to execute and perform job responsibilities for maximum productivity while maintaining a high degree of morals.
  3. Create and develop yearly Preventive Maintenance schedules as required to upkeep the equipment/facilities of assigned operational areas in optimum operational condition at all times with minimized downtime.
  4. Act as the direct customer-facing representative of the assigned building or geographical operational area in dealing with the customer for day-to-day operational requirements.
  5. Attend client daily, weekly, and monthly meetings as required, find meaningful remedial/corrective actions when responding to client complaints; this includes visiting and discussing with the client/end user regarding their dissatisfaction/comments. Escalate matters beyond the operational responsibility to top management.
  6. Produce periodic progress reports as required and agreed with the board members.
  7. Design and develop operational procedures taking into account health and safety, quality, and environmental concerns.
  8. Coordinate with supervisory staff to execute the Preventive Maintenance, cleaning schedules, security management plan, and crisis management plan.
  9. Conduct periodic site visits to ensure the work is executed on time and within the allocated budget, meeting best industry practices.
  10. Ensure that all sub-contracted staff used on operational delivery are approved and competent for the specific tasks.
  11. Maintain a safe working environment for all staff and subcontractors engaged by the company and ensure full awareness of EHS procedures.
  12. Review estimates/proposals as required for service contracts/refurbishment projects or variations.
  13. Be fully responsible for ensuring proper surveying, preparing snag reports, taking over, and managing DLP and warranties of all new facilities falling within the assigned building or geographical operational area.
  14. Implement audits of contract performance of the assigned building or geographical operational area from a technical perspective; add value to the contract through conducting maintenance reviews, trend analysis, and identifying prevention solutions including energy management. Contribute to continuous improvement and drive for value for money.
  15. Ensure the availability of staff at all times for scheduled works and emergency requirements, meeting the required service delivery levels.
  16. Ensure availability of all required minimum stock levels of parts and materials at all times, delivering the services with minimized downtime.
  17. Ensure an annual staff leave schedule is in place for upcoming periods.
  18. Ensure timely delivery of aging reports and collections to the board.

Desired candidate profile
  • Engineering degree or equivalent (Mechanical, Electrical, or Civil subject to the expertise requirement of the assigned buildings).

Experience:

  • Over 5 years management experience preferably within the Construction, Building Services, or Facilities Management industries, with at least 2 years experience managing the delivery of complex high-value high-end contracts.
  • Good working knowledge of computerized maintenance Management Systems (CMMS) will be an added qualification.
  • The appointee will have broad, in-depth, and practical experience of the building Facilities Management aspects with particular expertise in their own discipline. Experience managing their own staff and working closely with suppliers/contractors monitoring their works for quality and overall value for money is essential. The Facilities Manager will be a highly motivated, flexible individual, with energy and drive, having good planning and execution abilities. They will exercise an analytical approach to problems and maintain an active interest in the changing work environment that will affect the assigned building or geographical operational area.

Skills:

  • Good communication skills.
  • Fluent in written and spoken English.
  • Familiarity with standards of regulatory bodies as applicable to operational buildings including IEE, ASHRAE, CIBSE, NFPA, DEWA, DM, EHS, and other relevant authorities.
  • Familiarity with RERA rules and regulations related to freehold buildings.
  • Possess a valid UAE driving license.
  • Good working knowledge of common computer applications.
  • Demonstrate good man-management and interpersonal skills.
