We are looking for an Engineering Manager with the following details:

Job Expertise Required:
Bachelor's degree in engineering field.
Experienced Engineering Manager in onshore Greenfield and brownfield projects with a very good knowledge of COMPANY General Specifications, rules, procedures, and International Codes and Standards.
Knowledge of oil processes, WellPad, Flowlines, and Pipeline Design are mandatory.
15 years of experience in the oil industry, with significant experience in engineering.
Goals:
The Engineering Manager is responsible for all engineering phases (FEED, Basic Engineering, Detail Engineering, execution, up to handover to Operations and provisional acceptance of the Facilities) and for all disciplines.
The Engineering Manager will act as the technical authority for phase 1 of the project and will be responsible for delivering the Engineering and procurement documents as per the schedule to meet the overall project objectives in terms of safety, quality, schedule, and cost.
Accountabilities:
Lead and manage the multi-disciplinary engineering team (composed of lead discipline engineers, discipline engineers, and a data manager), focusing on successful and timely Project execution.
Supervise and coordinate the engineering activities performed by the EPsCa Contractor.
Ensure Plant design consistency, constructability, operability, and flexibility.
Provide support to and challenge the EPsCa Contractor to achieve an optimized design, fit for purpose and in compliance with the Project objectives; promote alternative designs to reduce cost, work, and schedule.
Organize the adequate presence of the Company's engineering team with the EPsCa Contractor to ensure the required level of performance and the timely issue and review of the agreed deliverables.
Provide the necessary technical coordination and arbitration between the different disciplines and Packages in case of conflict or inconsistencies in the design, keeping all parties informed of the decisions taken or proposals for decisions; maintain a good working spirit within the Company engineering team.
For each Contractor, provide approvals of some key engineering deliverables.
Ensure technical deviations and derogations are highlighted and formalized as per the associated procedures (SCN, Derogation requests).
Liaise with TTE Head Office in his field of expertise and get validation and approval of the proposed derogations on contextualized General Specifications.
Assist the Project Management to plan and prepare the Project Reviews and address the findings related to engineering matters.
Plan and organize during the FEED, PR2/3/4/5, the SPOT 2 and ensure clearing and implementation of the findings.
Liaise and interface with other entities: such as but not limited to: Interfaces, Packages Leaders, Procurement, Field Operations, QA/QC, HSE, Logistics, Contract, Legal, Human Resources, referent Architect; participate in the evaluation of the Contractors' proposals during equipment's (+80 POs) and Construction contracts Call For Tenders.
Along with EPsCa Contractor, plan the engineering activities in terms of resources, costs, and priorities (including for the review of documents from Engineering contractor and Construction Contractors).
Be responsible for the compliance of the design of new facilities or modifications to existing onshore PROJECT Phase 1 facilities, with respect to the objectives set and the applicable standards for the project.
Will act as the technical authority for phase 1 project.
Responsible for the endorsement of any associated SCNs related to the project.
Validate the project engineering specifications, documents, drawings, calculations notes, and ensure their compliance in terms of: Quality Plan, Applicable TE Reference, Compliance with HSE rules, Planning, Sequencing of studies allowing monitoring and control of each study, Full satisfaction of the objectives set for phase 1 project.
Ensure compliance with the review and validation stages of the studies for each project in accordance with Contract rules.
Ensure the constructability of the proposed design and its adequacy with the overall Project budget. Responsible for the progress of the studies, the control of their costs as well as their full satisfaction of the objectives endorsed by DO/PJC.
Coordinate with other Packages Engineering Managers (PROJECT phase 2, GMP, CSSP) all aspects related to Engineering interfaces and resources & competency sharing.
Responsible for Contractor Engineering Dossier Robustness and compliance with the Project Specifications. Ensure that Contractor Engineering Dossier is verified and validated by any third party and/or Local authorities as required.
Prepare and validate the technical Exhibits for launching different Construction CFT's.
Validate the technical dossiers before launching the procurement of any equipment or material and ensure its compliance with Project specifications.
Follow-Up Vendors Documentation during the engineering and execution phase till ready for Ex-Work.
Control over Material quantity during the Design Phase.
Solve the Technical Queries and Deviation Request in a prompt and professional manner. Deliver at the END of FID the Project Cost Estimate Class 3.
Apply the principle of good enough during the whole Engineering Phases.
Plan and organize the demobilization or position changes of the engineering team at the end of the detail engineering.
Provide comprehensive yet concise reporting to the Project Manager, thus allowing for the Management decisions and actions as required.
