Responsible for the co-ordination, preparation, and execution of Engineering Possession plans, based on inputs from the Infrastructure Maintenance, Projects, and external stakeholders. This position will perform work during the allocated Engineering Hours as required by the position duties. The main purpose of the position is to safely manage a team of Engineering Controllers that will take over parts of the ER Railway network from Network Operations to allow the performance of Engineering works on the Network within allocated periods (Engineering hours).
Roles and Responsibilities
Maintain a high profile in the promotion of safe working conditions and practices to ensure a safe working environment for all employees and Contractors.
Manage the day-to-day activities of the Engineering Controllers, including team rostering, Engineering Possession planning packs, competence assessment, and technical and management support.
Support the Engineering Controllers during their shift and liaise with the Duty Manager or NOCC Director in case of disputes.
Create the Engineering Possession Plans packs based on inputs from the Asset Management, Project, and Stakeholder teams, coordinating discipline activities as required.
Interface with the service planners and NOCC to ensure successful execution of the Engineering Possession plan.
Attend network access meetings and provide Engineering Possession guidance to optimize the network access plan.
Ensure the possession planning procedure and ER rule book are implemented during the delivery of Engineering Works by the team.
Promote continuous improvement of the Engineering Possession management processes for enhanced safety, delivery, and efficiency, and support the review of Maintenance Access rules and regulations.
Undertake similar and related tasks and duties as directed by the Line Manager, which may include duties allocated to the Engineering Controllers.
Perform inspections of both the Engineering Controllers and PIC to assess compliance with ERI Procedures on a sample basis.
Academic Qualifications
University Certificate or equivalent
High School Diploma and 12 years of applicable experience
Professional Qualifications & Knowledge
Full driving license or ability to convert it to UAE License
Knowledge of applicable railway standards
Recognized competence assessor qualification
Experience
Minimum of 3 years of Engineering Possession delivery experience
Minimum of 3 years of experience in Infrastructure Maintenance
Minimum of 3 years of experience leading teams
Experience with the operation of Signalling Control Systems
Other Skills
Advanced English level equivalent to IELTS 7 or above
Ability to work with Signalling Operating technologies
Good planning skills
Knowledge of key railway maintenance, operation, and construction activities
Analytical skills for problem-solving
Proven ability to deliver allocated elements of the Maintenance Plan
