Job description

To manage the On-Site Engineering per the relevant scope requirements, ensuring that all installation/statutory/consultants/local authorities approvals and guidelines are applied on site at all times and that the Contract Specifications and Requirements are upheld as per the Company QA/QC policies. Staff & Labour Performance Efficiencies are to be recorded and reported weekly to senior management. Contract Engineering documentation and Delivery requirements are to be disseminated by the Site Engineer.

Core Job functions

  • Ensure that all contract specifications and guidelines are adhered to at all times during the commencement/construction/hand-over periods of the project.
  • Ensure that material submittals are issued with the relevant consultants requirements and that the site teams have usable and up to date information. A register must be put in place and maintained at all times.
  • Ensure that all Method Statements & Risk Assessments are in line with company HSE/QA-QC procedures and suit the appointed Consultants requirements. This information must also be recorded on a usable platform. Make sure that all compliancy statements, testing and commissioning, spares, warranties and delivery period requirements are upheld at all times.
  • Manage a procurement/long lead item schedule in tandem with your line managers/project engineers indicating delivery dates and the status of the pending material/s deliveries and follow up delivery dates whilst recording any issues which may impact programme delivery.
  • Control the dissemination of contractual documents (drawings/contracts/specifications) – usable drawings and information must be issued to the relevant site team members to be able to carry out works per the specifications and contract requirements within the time frame of the programme. Changes to the scope of works must be forwarded to the Commercial Team immediately.
  • Manage the on-site Drawing Control and As Built Information making sure that all drawings are checked and signed off prior to issuing to the relevant team members – a weekly record of drawing updates and change requirements must be kept at all times indicating relevant changes to the built systems.
  • Uphold and maintain the QA/QC requirement of the project and make sure that the installations are checked and signed off by the relevant team members prior to issuing inspection documentation. You will also be expected to carry out/manage full material take-offs and issue the relevant measurables in tandem with the SE’s & CM’s and confirm compliancy requirements are adhered to at all times.
  • Make sure that project team efficiencies are recorded and reported to your senior managers and make sure that delays, stoppages, constraints and deviations are recorded weekly and issued to the site planner or project manager. Make sure that Testing & Commissioning Requirements, Spares Requirements, Warranty and Defect Liability Periods are understood during the closing out period of the contract and that all written compliances are agreed and signed off by the responsible parties.

Duties and responsibilities

  1. Ensure high standard of quality workmanship on site:
    1. Ensuring that the Construction Documentation is timeously available, sufficiently detailed and co-ordinated to enable the works to be carried out.
    2. Ensuring the quality of work performed on site meets and exceeds the project specifications and industry requirements;
    3. Ensure works are carried out in accordance with the engineering drawings.
    4. Ensure correction of substandard work by relevant parties;
    5. Ensure implementation of quality control and quality assurance procedures and testing;
    6. Record keeping and reporting of quality problems with recommendations for corrective and prevention actions to Quality Control Management.
  2. Ensure total Human Resource Management on site:
    1. Direct control, motivation & discipline of line management and engineering-draughting teams.
    2. Ensure application and adherence to Industrial Relations and Disciplinary Procedures.
    3. Ensure safe work environment and employee compliance to safety regulations and company safety policies.
    4. Chair & Attend HSE Meetings
    5. Implement and track performance management for all employees reporting into this position.
    6. Implement and track rewards & recognition processes for all team members (including salary raises, bonuses, upgrading and promotions, etc.);
    7. Attending with employee needs, problems and well-being (mentoring, coaching, personal problems, compassionate leave, etc.).
  3. Contract improvement actions:
    1. Increase production efficiency with cost effective engineering solutions.
    2. Continuously implementing efficient construction methods and techniques.
    3. Ensuring that goal orientated construction is implemented on site.
    4. Applying specialist knowledge and input from internal & external team members for costing of various construction methods;
    5. Interpreting drawings for the site delivery team and continuously monitoring their outputs and deliverables.
    6. Querying drawing details with Architect & Design Engineer directly or indirectly through the Contract/Project Manager or Site Manager.
    7. Ensuring that works / materials / equipment are correctly scheduled and planned in order for the project to be delay free.
  4. Safeguard and promote ALEMCO’s interests when dealing with Clients, Subcontractors and Suppliers:
    1. Control & discipline of relevant Sub-contractors/Suppliers works Packages
    2. Develop a full understanding of all Sub-contractors/Suppliers Scope of Works and control their activities on site in accordance with the Programme and correct sequence.
    3. Ensure full development of drawings & details occur from Project Design Team and querying unclear or missing information with the responsible consultant.
    4. Ensure that all Sub-Contract Services and Supply agreements are in line with ALEMCO's operational delivery requirements.
    5. If required, Chair, coordinate and record regular subcontractor meetings and give instructions to subcontractors.
    6. Contractually record the status of the project and ensure that company is protected against claims and delays both Upstream & Downstream.
  5. Ensure contract programme deadlines are met and exceeded where possible:
    1. Interpretation of the Construction Programme - Make sure the Delivery Resource is in line with the programmed deliverables.
    2. Provide detailed project plan, activities and deadlines within parameters of contract programme;
    3. Ensure efficient scheduling and control of project by effective control of materials/equipment procurement, resource utilisation, variation assessment, project engineering and project cost control
    4. Implement and maintain full procurement, appointment, information required, programme and progress, commissioning schedules.
    5. Implement and maintain daily and weekly programme targets and work sequences with Construction Managers /Supervisors / Site Engineers / Foremen.
    6. Ensure that all necessary contractual records are detailed and recorded to internal management.
    7. Liaise with Local Authorities and notify the responsible consultant if construction details differ substantially from approved details;
  6. Materials and storage management:
    1. Checking contract programme, link to drawings and instruct site QS to extract quantities for ordering purposes;
    2. Planning delivery dates and storage areas for materials on site;
    3. Delegating receiving and signing off on materials to site and monitor;
    4. Educate section foremen on cost control regarding materials and correct usage to eliminate wastage of materials;
    5. Ensure clean work areas and productivity improvement amongst section foremen to prevent materials wastage.
  7. Site Administration:
    1. Material control/wastage;
    2. Labour Efficiency / Cost Control
    3. Planning & scheduling of site activities & subcontractors
    4. Co-ordination of subcontractors
    5. Co-ordination of works with Main Contractor
    6. Management of weekly planning/costing.
