You will ensure that Parsons and the Client operations comply with all relevant internal and statutory regulations, systems, procedures, and policies. Additionally, you will be required to regularly review ongoing operations and provide guidance on compliance.

The position entails direct reporting to the Client organization and necessitates daily collaboration with all HSE personnel, internal departments, client representatives, and external contractors and consultants on the project.

What You’ll Be Doing:

  • Develop, oversee, implement, monitor, and maintain Health, Safety, Environment, and Security (HSSE) policies, standards, and procedures.
  • Conduct internal and external compliance audits and present findings.
  • Implement and maintain established SH&E Management Plan & Procedures to ensure the site work processes are performed in compliance with approved SH&E Management Plan & Procedures.
  • Develop strategy management systems and key performance indicators to assess and monitor achievement of performance excellence.
  • Plan and execute a program for SH&E training, motivation, and further competency development for site personnel to ensure site SH&E training programs are implemented.
  • Promote a SH&E culture which is consistent with Parsons' leadership ambitions and values by defining and implementing Site Specific SH&E Program and Plans.
  • Oversee Parsons' SH&E policies and procedures and ensure they are maintained and updated in accordance with Parsons' quality and recordkeeping requirements.
  • Guide, support, and facilitate ownership, implementation, and improvement of SH&E requirements including workplace safety, personal safety, asset integrity, and management of health, safety, and environmental hazards.
  • Provide coaching and assistance to the Site team regarding the implementation of Parsons' SH&E Standards, statutory requirements, industry standards, and best practices.
  • Ensure good coordination of the SH&E team with other Operations functions (Engineering, Construction, Contract Management, Procurement, etc.).
  • Train, mentor, and supervise the SH&E Officers assigned to each project.
  • Establish a clearly defined initiative within the organization to adhere to the legal requirements of the UAE.
  • Address noncompliance situations and provide advice on mitigation plans.
  • Conduct internal and external compliance audits to identify potential weaknesses and noncompliance situations.
  • Develop and implement safety protocols and compliance programs.
  • Ensure all engineering projects adhere to relevant safety standards and regulations.
  • Collaborate with design and development teams to integrate safety features into products and systems.
  • Train and educate employees on regulatory compliance and industry best practices.
  • Carry out any additional duties within the scope of responsibilities as delegated by the line/project manager.

What Required Skills You’ll Bring:

  • A Bachelor's degree in engineering, industrial safety, environmental science, or a related field.
  • A minimum of 15 years of professional experience in a similar role.
  • Lead Auditor Accreditation would be an advantage.
  • Must have experience with a large-scale rail infrastructure program, preferably a subway/metro program.
  • Familiarity with statutory Health and Safety Standards and quality across the UAE.
  • Knowledge of Health and Safety practices, standards, and controls.
  • Demonstrable risk management experience and skills.
  • Ability to provide training as new systems and capabilities move into operational use.
  • Strong knowledge of safety regulations and standards (e.g., OSHA, ANSI, ISO).
  • GCC experience is preferred.
  • Must have experience in Client Interfacing roles.

  • Ability to read, analyze, and interpret complex documents.
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • Ability to apply principles of logical or scientific thinking to a wide range of support function problems.
  • Ability to function in a multiorganizational environment by developing relationships that comply with the client's proactive collaborative culture.
